The H-1B is a visa in the United States under the Immigration and Nationality Act, section 101(a)(15)(H) that allows U.S. employers to temporarily employ foreign workers in specialty occupations. A specialty occupation requires the application of specialized knowledge and a bachelor's degree or the equivalent of work experience. The duration of stay is three years, extendable to six years, after which the visa holder may need to reapply. Laws limit the number of H-1B visas that are issued each year: 188,100 new and initial H-1B visas were issued in 2019.[1] Employers must generally withhold Social Security and Medicare taxes from the wages paid to employees in H-1B status.
The H-1B visa has its roots in the H1 visa of the Immigration and Nationality Act of 1952; the split between H-1A (for nurses) and H-1B was created by the Immigration Act of 1990. 65,000 H-1B visas were made available each fiscal year, out of which employers could apply through Labor Condition Applications. Additional modifications to H-1B rules were made by legislation in 1998, 2000, in 2003 for Singapore and Chile, in the H-1B Visa Reform Act of 2004, 2008, and 2009. United States Citizenship and Immigration Services has modified the rules in the years since then.

अमेरिकी राष्ट्रपति डोनल्ड ट्रंप ने 7 मुस्लिम देशों के नागरिकों पर अस्थायी बैन के फैसले के बाद एक और कड़ा कदम उठाया है। ट्रंप ने दूसरे देशों से अमेरिका में जॉब के लिए आने वाले प्रफेशनल्स पर शिकंजा कसने की तैयारी कर ली है। 'हायर अमेरिकन' की अपनी नीति पर चलते हुए ट्रंप ने एच1बी वीजा की शर्तों को सख्त करने के लिए अमेरिकी संसद में बिल रखा है। अगर यह बिल पास हो गया तो भारतीय आईटी प्रफेशनल्स पर सबसे ज्यादा असर पड़ेगा। इस कानून के तहत न्यूनतम 1,30,000 डॉलर वेतन वाली नौकरियों के लिए ही ऐसा वीजा दिया जा सकता है। यह मौजूदा न्यूनतम वेतन स्तर के दोगुना से भी ज्यादा है और इसके लागू होने पर अमेरिकी कंपनियों के लिए अमेरिका में भारत सहित विदेशी कर्मचारियों को नौकरी देना मुश्किल हो जाएगा। दरअसल, यह पहल डोनाल्ड ट्रंप के चुनावी वादों और अमेरिकियों के लिए रोजगार के अवसर बढ़ाने की पहल का हिस्सा है। आपको बता दें इससे पहले 1989 से चले आ रहे कानून के तहत अभी तक यह 60 हजार अमेरिकी डॉलर है। जिसे बढ़ाने का प्रस्ताव पेश किया गया है। अमेरिकी संसद में जैसे ही यह बिल पेश हुआ, आईटी कंपनियों के शेयर गिर गए।

US President Donald Trump said Friday that he will change the H1-B visa system for professionals to ensure "certainty" and a path to citizenship for those on the visa. Trump said in an early morning tweet: "H1-B holders in the US can rest assured that changes are soon coming which will bring both simplicity and certainty to your stay, including a potential path to citizenship. We want to encourage talented and highly skilled people to pursue career options in the US."

Reflecting growing congruence in ties, India and the US Thursday signed a landmark security pact COMCASA, decided to set up hotlines between their defence and foreign ministers. The Communications, Compatibility, Security Agreement (COMCASA) was signed between the two sides. In the first edition of the two-plus-two talks, the two sides also discussed cross-border terrorism, India's bid for membership of the Nuclear Suppliers Group, the contentious H1B visa issue, and ways to deepen cooperation in the Indo-Pacific region.
