The Indian government has approved a draft of the Digital Personal #DataProtectionBill, which requires consent before collecting personal data and imposes penalties for data breaches. The bill is expected to be presented in the upcoming session of Parliament. While the contents of the Bill will remain confidential until it is brought in Parliament.
Nearly six years after the Supreme Court held privacy to be a fundamental right, the Centre has made a second attempt at framing legislation for protection of data. The Digital Personal Data Protection Bill, 2022, a draft of which was floated in November, is expected to be tabled in Parliament’s Monsoon Session that begins on July 20.
The Bill is crucial because irrespective of our levels of digital literacy or comfort with digital technologies, digitalisation and data will inevitably and increasingly impact vital aspects of our public and private lives. But, the question is, does the draft Bill adequately address the still extant public concerns that led to the unanimous privacy judgment by a nine-judge bench of the Supreme Court almost six years back?

The #DoT has raised the issue several times in the last 4-5 years and even conducted raids to check illegal sales of these equipment. It has been stated that the use of cellular signal jammers, GPS blocker or other signal jamming devices is generally illegal, except specifically permitted by the government of India.
Private sector organizations or private individuals cannot procure or use jammers in India. It has also been stated that it is unlawful to advertise, sell, distribute, import or otherwise market signal jamming devices in India, except as permitted by the government guidelines.
Through signal boosters or repeaters, users can amplify the cell phone signal reception. But unauthorised use of such products results in disruption of public telecommunication services which jeopardises the quality and coverage of the networks. The mobile phone signal booster is a repeater system that makes use of an amplifier to add gain or power to the reception in different directions. The use of these external boosters is to receive and transmit signals to a cellular tower with greater power and sensitivity.
The department had issued a notice on January 21 warning all e-commerce companies from selling or facilitating the sale of wireless jammers on their online platforms. The DoT also clarified the entities that were eligible for acquiring signal boosters, stating that only Telecom Service Providers were eligible for acquiring signal boosters and repeaters. The actor behind Emotet is a hacker group known as Mealybug. Since starting in 2014 with the first and simplest version of the Trojan, they have turned their operation into a successful crimeware rink that provides Malware-as-a-Service (MaaS). The group achieved this by creating a botnet of infected computers on Emotet malware infrastructure, which they then sold access to. The botnet runs from three clusters of servers known as Epoch 1, Epoch 2, and Epoch 3. They rented this framework to various ransomware ventures, including the infamous Ryuk gang. The distribution mechanism of Emotet is through malspam. Emotet ransacks your contacts list and sends itself to your friends, family, coworkers and clients. Since these emails are coming from your hijacked email account, the emails look less like spam and the recipients, feeling safe, are more inclined to click bad URLs and download infected files. If a connected network is present, Emotet spreads using a list of common passwords, guessing its way onto other connected systems in a brute-force attack. If the password to the all-important human resources server is simply “password” then it’s likely Emotet will find its way there.
Emotet continues to be among the most costly and destructive malware affecting SLTT governments. The attrition rate poses a challenge to the industry due to “exploding” demand for digital talent caused by a surge in digitisation in the wake of the pandemic. Recent news on India’s leading IT services company Infosys has the plans to meet its demand by expanding its hiring program of college graduates for FY22. The report states, 37,000 Infosys Employees Resigned in the last 12 months! 35,000 freshers will be hired by Infosys now. Voluntary attrition rate in the June quarter was 13.9%, a rise from the 10.9% observed in the March quarter. If we go by the figures, this means that over 37,000 employees have left Infosys in the last year. In response to increase in attrition rates, the firm has rolled out employee engagement initiatives such as career acceleration opportunities, compensation reviews, and learning & development interventions.
At the same time, Wipro also commented on the attrition rate in the industry, while attrition is a perennial concern, this time around the industry is witnessing “an unprecedented war for talent.” Talent retention is even more critical now since the cost to replace employees with certain competencies and experience between 5-10 years can go as high as 100%. Wipro has also announced its plans to hire 30,000 freshers in FY22. At the same time, TCS will recruit over 40,000 freshers directly from campuses. Its workforce comprises 5 lakh employees and had hired 40,000 freshers last year as well. The country’s largest IT service provider reported an attrition rate of 8.6% in Q1 of FY2022. The Microsoft 2021 Work Trend Index showed 41% of the global workforce are considering resigning this year - a near doubling of job-switching intent on the two years before the pandemic. Now it’s seen that companies are willing to pay a bit more.

Production Linked Incentive Scheme (PLI) was launched by the Government to boost manufacturing in India. We continue to see gaming PCs and monitor sales at all-time highs and Chrome-based devices are expanding beyond education into the consumer market. In retrospect, the pandemic not only fueled PC market demand but also created opportunities that resulted in a market expansion. The government of India had introduced the PLI scheme offering incentives to companies manufacturing in 10 key sectors in the country. It has aimed at making manufacturers globally competitive and attract investment in the areas of core competency. The scheme is targeted at making the country an integral part of the global supply chain. Production linked incentive scheme is likely to boost the manufacturing output in 5-Years.
PM Modi said the government is continuously carrying out reforms to boost domestic manufacturing. In this year's Budget, about ₹ 2 lakh crore was earmarked for the PLI scheme for the next five years and "there is an expectation that the scheme would result in increasing the production by about 520 billion dollars in the next five years . This is one of the best ways to encourage local companies to make their presence felt in telecom manufacturing. Telecommunications sector has played a pivotal role in facilitating growth of the economy and is a key enabler of digital connectivity and Digital India. Soon after the announcement of the PLI scheme for electronics manufacturing, the Centre cleared the names of 16 companies. Over the next five years, these Indian entities have proposed a production output of Rs1.25 lakh crore.

India’s manufacturing sector is going to become an engine for economic growth and a unique job creator in the country. The government has finalised the norms for Production Linked Incentive (PLI) scheme for the telecom and networking equipment and has started inviting applications for the second round of large-scale electronics manufacturing with focus on some electronic components like motherboards, semiconductor devices, among others.
The COVID-19 pandemic has permanently changed device usage patterns of employees and consumers as the remote work is turning into hybrid work, home education changing into digital education and interactive gaming moving to the cloud, both the types and number of devices people need, have and use will continue to rise. In 2021, the number of laptops and tablets in use will increase to 8.8% and 11.7%, respectively, while the number of desktop PCs in use is expected to decline from 522 million in use in 2020 to a forecasted 470 million in use in 2022.
The environment is now conducive for overseas component manufacturers to shift their facilities to India. As the nation’s telecom sector stands poised to transition from 4G to 5G soon, the PLI scheme offers the right impetus by aiming to create a vibrant telecom manufacturing ecosystem.
