Demolishing the myth of prosperity and job creation in Gujarat, Rahul Gandhi dubbed the state's growth model as a 'toffee model' where only a few big industrialists exponentially increase their wealth at the expense of the common man and weaker sections of the society, who continue to languish behind.
"In Gujarat, a piece of land as big as the urban area of Aurangabad was given to an industrialist by the Gujarat government for one rupee per square meter. In one rupee, you get toffee, not land. This is not Gujarat model, this is a toffee model," he said at a massive public rally in Latur adding that only a few industrialists have prospered under the Narendra Modi led Gujarat government.
Rahul Gandhi also dismissed claims of job creation and poverty reduction in the state and highlighted that a model which favours only the rich cannot work for India. "The BJP says that the Gujarat model has created jobs for the youth. Recently, Gujarat government opened up 1,500 jobs at a salary of merely Rs. 5,000 per month. 8.5 lakh youth lined up for those jobs. If they gave employment, why are 560 people turning up for one job." he said adding that under this model neither farmers and the poor benefit, nor the small and medium enterprises.

On March 11, Rahul Gandhi held an open discussion with members of the Agahriya community who work in the salt pans in the Little Rann of Kutch region of Gujarat. Before the meeting, Rahul Gandhi visited the house of one of the community members and interacted with the family. Sharing their concerns with Rahul Gandhi members of the community said they work in extremely harsh working conditions and they lack access to basic facilities like healthcare, education and drinking water. They also pointed out difficulties faced in establishing title rights to the land where they have been living for generations.
"Development is not just limited to building roads and bridges. Till the time we don't provide a firm floor and a strong roof for the people, building roads will not benefit them. A basic minimum right has to be given to every Indian. To me, development must include every Indian...I cannot change your life in 10 days and I will be lying if I said so. But I promise I will work towards addressing your problems," said Rahul Gandhi.
Rahul Gandhi also promised to include their voice in the Congress Manifesto.

Rahul Gandhi addressed a huge public rally in Balasinor, Kheda Gujarat on March 11, 2014.
Rahul Gandhi in his speech said the opposition was in the habit of opposing the people centric policies of the Congress Party, and subsequently trying to take credit for the successful initiatives. He said when the Congress ushered the IT revolution, the opposition in its short sightedness had claimed that technology would harm the youth, and take away jobs, but when the revolution became a success, the same opposition claimed that they were responsible for bringing computers to India.
"The BJP has been talking about eradicating corruption, and the progress that Gujarat has seen under its current leadership. But then why are there tainted ministers, who have been in jail still in power in Gujarat and Karnataka? Why is there no RTI commissioner in the state? And why has the BJP opposed the anti-corruption bills in the Parliament?", said Rahul Gandhi.
He said that the claims made by BJP, about the Gujarat model of development, are questionable. "They talk about Gujarat shining, but that is not true of the poor in Gujarat. Rs.11 defines the poverty line, children are dying of malnutrition, and land has been taken away from farmers. This is the same party that opposed the Right to Food bill in the Parliament because they thought it meant waste of money", said Rahul Gandhi.

Gujarat Chief Minister Narendra Modi has claimed that 72% of new jobs created in India are in his state. It turns out, he was just referring to jobs provided through the employment exchange. But even on that front, Gujarat's performance has been far from impressive. In Ahmedabad out of 85,432 applicants at the employment exchange only 578 got placements, which is an abysmal 0.7%. If this is the figure in Gujarat's largest city, one can only imagine how rest of the state would have done.
