डीसी बिलासपुर एवं मंदिर न्यास श्री नैना देवी के आयुक्त पंकज राय ने कहा कि अगले नवरात्र मेलों में नई योजना को लागू किया जाएगा। योजना के तहत टोबा में श्रद्धालुओं की भीड़ नियंत्रित की जाएगी जिसके लिए वहां पर उपलब्ध 12 बीघा सरकारी जमीन पर 8 से 10 हजार श्रद्धालुओं की क्षमता का होल्डिंग एरिया तैयार किया जाएगा। प्रारंभिक चरण में टोबा में एक ही होल्डिंग एरिया तैयार किया जाएगा जबकि आने वाले समय में अगली कार्ययोजना पर काम किया जाएगा। उन्होंने बताया कि जमीन चयन के बाद अब फॉरेस्ट क्लीयरेंस के लिए अगली प्रक्रिया शुरू की गई है। कोशिश की जाएगी कि जल्द से जल्द फॉरेस्ट क्लीयरेंस मिले और वहां होल्डिंग एरिया तैयार करने के लिए प्रक्रिया आरंभ की जा सके। होल्डिंग एरिया में श्रद्धालुओं के विश्राम व वॉशरूम इत्यादि की सुविधा होगी। लंगर भी लगेगा जहां श्रद्धालुओं के लिए भोजन की व्यवस्था रहेगी। इसके साथ ही पानी की उपलब्धता होगी। जैसे ही मंदिर में एक जत्था दर्शन कर लौट आएगा तभी टोबा से अगला जत्था रवाना किया जाएगा। फिर मंदिर के समीप नगर परिषद का एक भवन उपलब्ध है जिसकी ऊपरी मंजिल पर एक होल्डिंग एरिया तैयार किया जाएगा। इसके लिए नगर परिषद व शहरी विकास विभाग के साथ बातचीत चल रही है। उस ओर से अनुमति मिलने पर वहां पर भी होल्डिंग एरिया बनाया जाएगा। टोबा से मंदिर जाने वाले यात्री होल्डिंग एरिया में विश्राम करने के बाद मंदिर दर्शन के लिए जा सकेंगे।
