सोनिया गांधी के संसदीय क्षेत्र रायबरेली में उनकी ही पार्टी की पूर्व सांसद शीला कौल के पुत्र विक्रम कौल, तत्कालीन एडीएम एफआर मदन पाल आर्य, सब रजिस्ट्रार घनश्याम, प्रशनिक अधिकारी विंध्यवासिनी प्रसाद, नजूल लिपिक राम कृष्ण श्रीवास्तव और कमला नेहरू ट्रस्ट के सचिव सुनील देव एवं गवाह सुनील तिवारी के विरूद्ध एफआईआर दर्ज हुई है। डीएम के निर्देश पर दर्ज हुई एफआईआर के बाद कांग्रेस खेमे से लेकर प्रशानिक तंत्र में हड़कंप मच गया है। सभी आरोपियों पर कागजों में हेराफेरी करके नजूल की जमीन का फ्री होल्ड कराने का आरोप लगा है।रायबरेली के अपर जिलाधिकारी वित्त एवं राजस्व प्रेम प्रकाश उपाध्याय ने शहर कोतवाली में एक दर्जन लोगों पर एफआईआर दर्ज करवाई है। शहर कोतवाली पुलिस ने कमला नेहरू एजुकेशन सोसायटी से जुड़े लोगों के साथ-साथ रायबरेली के पूर्व एडीएम एफआर मदनपाल आर्या सहित कांग्रेस की पूर्व सांसद शीला कौल के बेटे विक्रम कौल समेत 12 लोगो पर आईपीसी की धारा 417, 420, 467, 468, 471, 474 समेत सार्वजनिक संपत्ति नुकसान निवारण अधिनियम 1984 की धारा 4 व 5 में मामला दर्ज कर मामले की छानबीन शुरू कर दी है। बता दें कि रायबरेली-प्रयागराज एनच 30 पर सिविल लाइंस पर करोड़ो की कीमत की जमीन पर लंबे समय से बड़े-बड़े लोगो की नजरें लगी थी।
