एक तरफ विश्व के सबसे ऊंचा रेल पुल को पूरा करने की भारतीय रेलवे सोच रही है और दूसरी तरफ रेलवे निर्माण कार्यों से लोग परेशान नजर आ रहे हैं। जैसे-जैसे रेलवे कंपनी अपना काम पूरा कर रही है वैसे-वैसे लोगों की मुश्किलें भी लगातार बढ़ रही हैं। हम बात कर रहे हैं प्रमुखता के साथ पीने के पानी की बक्कल इलाके में सूखा पड़ता रहा है। इंसानों के साथ-साथ जानवरों को भी पीने के पानी के लाले पड़े हुए हैं।इस मामले को लेकर लोगों ने जिला प्रशासन और नार्दन रेलवे के खिलाफ जोरदार प्रदर्शन किया। आरोप है कि रेलवे का चैनल नंबर 5 जिसका काम पूरा हो चुका है और उसमें से बहने वाला पानी पहले हमारे गांव में पहुंचता था। लेकिन जब से टनल नंबर 5 का काम पूरा हुआ है तब से पानी दूसरी ओर अपना रुख कर चुका है और पूरा गांव पानी की विकराल किल्लत से जूझ रहा है। किसानों की फसलें तक तबाह हो चुकी हैं।

ये गालियों में पानी के बीच खड़े होकर प्रदर्शन कर रहे लोग, प्रशासन की अनदेखी से परेशान है। आधे घंटे की बारिश के बाद घरों में पानी घुस जाने से लोगों में ख़ासा रोष है। मामला आरएसपुरा के सीमावर्ती गांव नानोवाली का है जहाँ बरसात का पानी घरों में घुसने के बाद गुस्साए लोगों ने नेता मोहन चौधरी की अध्यक्षता में विरोध प्रदर्शन किया। गाँव वालों ने तालाब पर हुए अतिक्रमण को लेकर प्रदर्शन किया। आरोप है कि अतिक्रमण की वजह से लोगो को भारी नुकसान झेलना पड़ा है और उनके घर और गलियां तालाब बन गई है। तालाब के पानी की निकासी नहीं होने के कारण गंदा पानी लोगों के घरों में घुस गया है! जिसकी वजह से घरों में पड़ा लाखों का सामान भी खराब हो गया है। यहां तक की पानी खड़ा होने की वजह से बच्चे स्कूल नहीं जा पाएं हैं।

मेंढर की मनकोट तहसील में बीडीओ दफ्तर में मची अंधेरगर्दी से सीमावर्ती इलाकों में रहने वाले लोग काफी त्रस्त हो चुके है। एलओसी पर तनाव के चलते शायद उन्हें कभी इतनी परेशानी झेलनी पड़ी हो, जितनी उन्होंने बीडीओ ऑफिस में धक्के खाते हुए झेली है। इसे हम ग्रामीण विकास विभाग की नाकामी कहें या फिर बीडीओ साहब के लापरवाह रवैये का नमूना, जिससे सताए हुए ये लोग हलकान हो चुके हैं। सरकारी योजनाओं के लिए आए पैसे और उनके लिए पात्र उम्मीदवारों के नाम और उनकी लिस्ट सबकुछ सरकारी आंकड़ों में दर्ज होता है। मगर लापरवाही की ऐसी हदें कि बीडीओ ऑफिस के सिस्टम से सारा रिकॉर्ड की डिलीट हो गया है, जिसका रोना अब यहां के पंच-सरपंच रो रहे हैं और बीडीओ साहब को जमकर कोसते फिर रहे हैं।
