आशा किरण , दिल्ली सरकार के सोशल वेलफेयर मंत्रालय द्वारा चलाई जाने वाली एक ऐसी संस्था है जो पाँच वर्ष से साठ वर्ष तक के शारीरिक या मानसिक रूप से अक्षम लोगों के रख रखाव का काम करती है , लेकिन हाल में जो जानकारियाँ यहाँ से आ रही वो आपको हैरान कर देंगी। कुछ बातें ऐसी हैं जो इंसानियत को शर्मशार भी कर देंगी।
ये दिल्ली का रोहिणी स्थित आशा किरण होम है जहाँ दिसम्बर से अब तक कुल ग्यारह लोगों की मौत हो चुकी है। हैरानी की बात ये है की इनमें से पाँच मौतें होम के अंदर ही हुई हैं जिसकी वजह से होम के अंदर दिव्यांगों के रख रखाव और व्यवस्था पर बड़े सवाल हो रहे हैं।
शर्मनाक बात ये भी है की महिला विंग में लगे सीसीटीवी कैमरों की निगरानी पुरुष कर्मचारियों द्वारा की जा रही थी . यानि मानसिक रूप से अक्षम महिलाओं के सभी गतिविधियों की तस्वीरें सीसीटीवी कैमरों में कैद होती हैं जिसका निरिक्षण पुरुषों के द्वारा किया जाता रहा है . ये सीधे सीधे मानवाधिकार का हनन तो है ही बल्कि इंसानियत को शर्मशार करने वाली घटना भी है .
न जाने कितनी और किस तरह की तस्वीरें इन कैमरों में कैद हुई होंगी जो एक महिला के निजता को आघात पहुंचाने वाले हो सकते हैं .
ये बात खुद महिला आयोग अध्यक्ष स्वाति मालीवाल के औचक निरिक्षण में सामने आई हैं . अब सवाल ये उठने लगे हैं की दिल्ली सरकार द्वारा संचालित , मानसिक रूप से अक्षम लोगों के होम में इतनी बड़ी लापरवाही कैसे चल रही थी ?
आशा किरण होम में लगातार हो रही मौतें भी संदेह के घेरे में हैं .
