Data Centre regulations in India
India is witnessing a transition, from an emerging to a developed market economy and digital is slated to play a key role in this journey. With over a billion mobile phones and more than 700 million internet subscribers, India has also witnessed an exponential growth in digital-commerce, digital entertainment and use of social media. India’s mobile data consumption is already the highest in the world and is constantly increasing. #MeitY has drafted a Data Centre policy to benefit the developers as well as the allied ecosystem of the Data Centre sector. The policy intends to ensure sustainable and trusted Data Centre capacity within the country. The size of the digital population in India and the growth trajectory of the digital economy necessitates a strong growth of Data Centres, which has the potential to fulfil the growing demands of the country. Need for Data Centre infrastructure within the boundaries of the country is further necessitated by the data localization provisions of the proposed Data Protection Act and for protection of the digital sovereignty of the country in an increasingly connected world. India also offers advantages of having a favourable geographical location on the world map, availability of economic resources, established global connectivity through submarine cables, easy and cost-effective access power and readily available skilled manpower, enabling the nation to become a global Data Centre hub.
Businesses are consuming more data than ever before and this trend will only grow. But our tech-loving ways could cause lasting damage to the planet. As part of the policy framework, the Ministry is looking at reducing the number of clearances needed for setting up a data center. Finally, the Delhi High Court has expressed the need for a "good" and "model" law for regulating app-based cab services, like Ola and Uber, as it will be helpful to the people and would bring in more clarity. The court has said that till the panel comes out with its "model law", the app-based cab companies will have to abide by the rates stipulated by the Delhi government. According to the prescribed rates, fare for Economy Radio Taxi is Rs 12.50 per km, while it is Rs 14 per km for non-AC black and yellow top taxi and Rs 16 per km for AC black and yellow

India’s Open Network for Digital Commerce (ONDC) aims to bring a sustainable approach for the sale and purchase of goods and services online and the Rules apply to e-commerce entities including Amazon, Flipkart and Reliance Retail. Major e-commerce players in the Indian market are likely to join the Open Network for Digital Commerce (ONDC). The Open Network for Digital Commerce (ONDC), an open e-commerce network, is an initiative of the government to promote an open platform for all aspects of the exchange of goods and services through electronic networks. The ONDC has been initially launched in five cities in India- Delhi NCR, Bengaluru, Bhopal, Shillong and Coimbatore - on 29 April on a pilot basis to on-board Kirana stores and small and medium businesses. According to the report, ONDC, which still is at a nascent stage, is being pitched as a solution to break the dominance of large e-commerce firms like Walmart-owned Flipkart, Amazon and others in India. In this backdrop, any move by these major e-commerce players to join the network will assume huge significance. E-kart, the logistics arm of Flipkart, has already integrated with ONDC for logistics services while the Flipkart-owned PhonePe is reportedly in the process of joining the network. A report says, Paytm has already joined the network.
ONDC is a decentralised platform that will allow buyers and sellers to connect and transact with each other online irrespective of which ecommerce portal(s) they are listed on. “The bigger ecommerce players have indicated to ONDC that they will support it. Besides tapping into new users, this will also enable platforms with sizable business-to-business verticals to tap into the seller side of ONDC network to supply goods. Dynamic pricing, inventory management and optimisation of delivery cost are the three important things in ONDC which will help reduce the cost of doing business for everybody, including retailers. Two categories of electrical and electronic equipment namely IT and Telecommunication Equipment and Consumer Electricals and Electronics such as TVs, Washing Machines, Refrigerators, Air Conditioners including fluorescent and other mercury containing lamps are covered under the E-waste management Rules. The main feature, of these rules, is Extended Producer Responsibility (EPR).
According to a Toxics Link study on the thriving informal e-waste sector in Delhi NCR in 2018, nearly 5,000 e-waste processing units, mostly in east Delhi, were functioning without proper guidelines, precautions or norms.
An e-waste recycling plan is a type of sustainability effort or program that seeks to collect old electronics from around the corporation and safely dispose of them through a certified electronics recycling company. After all, it’s no secret that recycling electronics aids in environmental protection.
90% of the e-waste - Computer/ Laptops/Server/Storage/ Mobile Phones in Delhi is not being recycled. Rather it is further resale after doing minimal repairs/changes and then repack, sold as the refurbished products.
A subject matter expert says, generally a product comes to the e-waste after the corporates use it for a minimum period of three years, who generally buys in bulk quantities. The e-waste companies take the products for e-waste in Kilogram and Tons for recycling but the interesting thing is they reuse in various ways.
Experts suggest, for example, when any gadget comes out for e-waste, every product comes with a serial number. The authority has to do proper checks and balances to implement proper e-waste programmes.
As per E-waste the product which has burnt or put under recycled, the e-waste company has to provide the serial number of the destroyed products and that has to notify the respective company. #ONDC, is a private non-profit Section 8 company established by the Department for Promotion of Industry and Internal Trade (DPIIT) of Government of India to develop open e-commerce.
It was incorporated on 31 December 2021 with initial investment from Quality Council of India and Protean eGov Technologies Limited, formerly NSDL e-Governance Infrastructure Limited. ONDC is a set of specifications designed to foster open interchange and connections between shoppers, technology platforms, and retailers.
ONDC will unbundle delivery services so that customers can choose their own logistics provider. As many as 20 organisations of national repute have confirmed investments of Rs 255 crore into ONDC. Lenders such as the State Bank of India, UCO Bank, HDFC Bank, ICICI Bank and Bank of Baroda have already committed investments.
The initiative is aimed at suppressing the dominance of Amazon and #Flipkart, which control more than half of the country’s e-commerce trading, limit access to the market, and give preferential treatment to certain sellers and squeeze supplier margins. ONDC is a set of standards for voluntary adoption by sellers or logistics providers or payment gateways.
For example, if both Amazon and Flipkart integrate their platforms with ONDC, a user searching for a Bluetooth headset on Amazon would also see results from Flipkart on the Amazon app. ONDC aims to go beyond retail ecommerce, however, and similarly connect companies in areas such as mobility, food delivery, hotel booking and travel, among others.
On ONDC, there will be several other backend partners such as logistics service providers, enterprise resource planners, e-commerce store hosting service providers, etc.

India is witnessing a transition, from an emerging to a developed market economy and digital is slated to play a key role in this journey. With over a billion mobile phones and more than 700 million internet subscribers, India has also witnessed an exponential growth in digital-commerce, digital entertainment and use of social media. India’s mobile data consumption is already the highest in the world and is constantly increasing. #MeitY has drafted a Data Centre policy to benefit the developers as well as the allied ecosystem of the Data Centre sector. The policy intends to ensure sustainable and trusted Data Centre capacity within the country. The size of the digital population in India and the growth trajectory of the digital economy necessitates a strong growth of Data Centres, which has the potential to fulfil the growing demands of the country. Need for Data Centre infrastructure within the boundaries of the country is further necessitated by the data localization provisions of the proposed Data Protection Act and for protection of the digital sovereignty of the country in an increasingly connected world. India also offers advantages of having a favourable geographical location on the world map, availability of economic resources, established global connectivity through submarine cables, easy and cost-effective access power and readily available skilled manpower, enabling the nation to become a global Data Centre hub.
Businesses are consuming more data than ever before and this trend will only grow. But our tech-loving ways could cause lasting damage to the planet. As part of the policy framework, the Ministry is looking at reducing the number of clearances needed for setting up a data center. Finally, the Delhi High Court has expressed the need for a "good" and "model" law for regulating app-based cab services, like Ola and Uber, as it will be helpful to the people and would bring in more clarity. The court has said that till the panel comes out with its "model law", the app-based cab companies will have to abide by the rates stipulated by the Delhi government. India’s Open Network for Digital Commerce (ONDC) aims to bring a sustainable approach for the sale and purchase of goods and services online and the Rules apply to e-commerce entities including Amazon, Flipkart and Reliance Retail. Major e-commerce players in the Indian market are likely to join the Open Network for Digital Commerce (ONDC). The Open Network for Digital Commerce (ONDC), an open e-commerce network, is an initiative of the government to promote an open platform for all aspects of the exchange of goods and services through electronic networks. The ONDC has been initially launched in five cities in India- Delhi NCR, Bengaluru, Bhopal, Shillong and Coimbatore - on 29 April on a pilot basis to on-board Kirana stores and small and medium businesses. According to the report, ONDC, which still is at a nascent stage, is being pitched as a solution to break the dominance of large e-commerce firms like Walmart-owned Flipkart, Amazon and others in India. In this backdrop, any move by these major e-commerce players to join the network will assume huge significance. E-kart, the logistics arm of Flipkart, has already integrated with ONDC for logistics services while the Flipkart-owned PhonePe is reportedly in the process of joining the network. A report says, Paytm has already joined the network.
ONDC is a decentralised platform that will allow buyers and sellers to connect and transact with each other online irrespective of which ecommerce portal(s) they are listed on. “The bigger ecommerce players have indicated to ONDC that they will support it. Besides tapping into new users, this will also enable platforms with sizable business-to-business verticals to tap into the seller side of ONDC network to supply goods. Dynamic pricing, inventory management and optimisation of delivery cost are the three important things in ONDC which will help reduce the cost of doing business for everybody, including retailers. Two categories of electrical and electronic equipment namely IT and Telecommunication Equipment and Consumer Electricals and Electronics such as TVs, Washing Machines, Refrigerators, Air Conditioners including fluorescent and other mercury containing lamps are covered under the E-waste management Rules. The main feature, of these rules, is Extended Producer Responsibility (EPR).
According to a Toxics Link study on the thriving informal e-waste sector in Delhi NCR in 2018, nearly 5,000 e-waste processing units, mostly in east Delhi, were functioning without proper guidelines, precautions or norms.
An e-waste recycling plan is a type of sustainability effort or program that seeks to collect old electronics from around the corporation and safely dispose of them through a certified electronics recycling company. After all, it’s no secret that recycling electronics aids in environmental protection.
90% of the e-waste - Computer/ Laptops/Server/Storage/ Mobile Phones in Delhi is not being recycled. Rather it is further resale after doing minimal repairs/changes and then repack, sold as the refurbished products.
A subject matter expert says, generally a product comes to the e-waste after the corporates use it for a minimum period of three years, who generally buys in bulk quantities. The e-waste companies take the products for e-waste in Kilogram and Tons for recycling but the interesting thing is they reuse in various ways.
Experts suggest, for example, when any gadget comes out for e-waste, every product comes with a serial number. The authority has to do proper checks and balances to implement proper e-waste programmes.
As per E-waste the product which has burnt or put under recycled, the e-waste company has to provide the serial number of the destroyed products and that has to notify the respective company. #ONDC, is a private non-profit Section 8 company established by the Department for Promotion of Industry and Internal Trade (DPIIT) of Government of India to develop open e-commerce.
It was incorporated on 31 December 2021 with initial investment from Quality Council of India and Protean eGov Technologies Limited, formerly NSDL e-Governance Infrastructure Limited. ONDC is a set of specifications designed to foster open interchange and connections between shoppers, technology platforms, and retailers.
ONDC will unbundle delivery services so that customers can choose their own logistics provider. As many as 20 organisations of national repute have confirmed investments of Rs 255 crore into ONDC. Lenders such as the State Bank of India, UCO Bank, HDFC Bank, ICICI Bank and Bank of Baroda have already committed investments.
The initiative is aimed at suppressing the dominance of Amazon and #Flipkart, which control more than half of the country’s e-commerce trading, limit access to the market, and give preferential treatment to certain sellers and squeeze supplier margins. ONDC is a set of standards for voluntary adoption by sellers or logistics providers or payment gateways.
For example, if both Amazon and Flipkart integrate their platforms with ONDC, a user searching for a Bluetooth headset on Amazon would also see results from Flipkart on the Amazon app. ONDC aims to go beyond retail ecommerce, however, and similarly connect companies in areas such as mobility, food delivery, hotel booking and travel, among others.
On ONDC, there will be several other backend partners such as logistics service providers, enterprise resource planners, e-commerce store hosting service providers, etc.
#Paytm has joined the ONDC platform as a buyer, and Reliance-backed Dunzo is offering logistics services for hyperlocal deliveries. According to the ONDC website, companies like Kotak, PhonePe, Zoho and Snapdeal are in the “advanced stage
