शहरों में आबादी का दबाव लगातार बढ़ रहा है। जनगणना-2011 के मुताबिक, देश में 31 फीसदी से अधिक लोग शहरों में रह रहे हैं। अनुमान है कि 2031 तक कुल आबादी का 40 फीसदी हिस्सा शहरों में बस चुका होगा। जिस तेजी से शहरीकरण हो रहा है उसी तेज़ी से शहरों के बसावट की बेसिक इंजीनियरिंग को भी दुरुस्त करने की जरुरत महसूस होने लगी है।
