    Bawana Fortress or Bawana Zail, also Bawana Jail and Bawana tehsil is a historic fortress at Bawana in Delhi in India, it was built in 1860s by Jat chaudhary (chiefs) of the area who became zaildar of Bawana zail during the British raj.
    Bawana (बवाना), established in 1168,[1] was previously called Bawani (बावनी).[3] It received this name from the Hindi language word "bawan" (52) since this area was a grouping of 52 villages, 17 in Narela, 17 in Karala, 6 in Palam and 12 directly under Bawana, with 5,200 bighas of agricultural land.[3][1] Revenue department records mention two people connected with its origins, "Kala" and "Thakur" who came from Bengal.[3] The Jat people of Taoru, who initially migrated to Mehrauli, settled at Bawana after spending significant time there. In due time they became influential enough to become chaudhary (chief) of the area. In 1860s Bawana became a Zail (revenue unit) with 3 other villages, Bawana, Alipur and Kanjhawala, under its authority when the British introduced the colonial zaildari system of revenue collection in 1860s. Jat chief, who was the Zaildar of Bawana Zail, built the Bawana Fortress in the 1860s as the headquarter of Bawana Zail. Along with Zails of Mehrauli, Dilli, and Najafgarh, Bawana was one of the four Zails within the colonial era Delhi district.[1][2][4][5][6][7] Additional zails of Badarpur, Badli, Nangloi, Palam Zail and Shahdara Zail might have came up later.[8]

    In the 1930-40s authorities started to use Bawana Zail Fortress as a school. Later it also served as a veterinary hospital for a short time before being used as an orphanage. During the 1996-98 rule of Jat Chief Minister of Delhi Sahib Singh Verma, it was turned into an office of Patwari, hence the zail fortress also came to be known as "Bawana Tehsil". Eventually this run down building was abandoned.[1][2]

    दिल्ली के बुराड़ी क्षेत्र में डेमोलेशन के दौरान DDA के दस्ते ने कुछ चारदीवारी ,प्रॉपर्टी डीलर्स के कई कार्यालय गिराने के बाद जैसे ही मकान गिराने शुरू किए तो जनता की भीड़ सामने आ गई और प्रशासन ने एक मकान को गिरा दिया लेकिन आगे के मकानों तक लोगों का विरोध देखते हुए डेमोलेशन दस्ता आगे नहीं बढ़ सका। पुलिस के साथ भी पब्लिक की काफी धक्का-मुक्की हुई और विरोध हुआ तो डीडीए के दस्ते को आज सीमित कार्रवाई करनी पड़ी। कल फिर डीडीए का दस्ता यहां पर पहुंचेगा और डेमोलेशन करने की तैयारी में है। यहां पर बता दें कि लोगों के पास 2014, 2013 तो किसी के पास इससे भी पुराने बिजली के बिल और दूसरे सबूत हैं कि उनके मकान काफी पुराने हैं।

    नए सर्कल रेट्स बढ़ने की सम्भावनाओ पर किसान संगठनों की प्रतिक्रिया-
    निम्नलिखित कारणों से एलजी साहब व् दिल्ली सरकार को दिल्ली की कृषि भूमि के सर्कल रेट इस समय पर नहीं बढ़ाने चाहिए ।

    1. दिल्ली के ज्यादातर हिस्सों में मार्केट रेट 1 करोड़ के आसपास है, इससे ज्यादा सर्कल रेट बढ़ाना उचित नहीं है।

    2..भूमि सुधार अधिनियम की धारा 33 अभी भी लगभग 40 गांवों पर लागू है, इसके कारण किसान अपनी जमीन का कुछ हिस्सा नहीं बेच पाएंगे क्योंकि बची हुई ज़मीन उतरवाने केलिए उनको बहुत अधिक स्टैंप duty देनी पड़ेगी और पूरी जमीन बेचने के लिए मजबूर होंगे।

    3. दिल्ली भूमि नीतियां जीडीए #GDA और #Landpooling अभी भी प्रक्रियाधीन हैं मास्टर प्लान -2041 के अन्तर्गत (ज्यादातर गांव पहले से ही शहरी घोषित हैं) और सर्कल रेट केवल *उनके कार्यान्वयन के बाद* बढ़ाया जाना चाहिए। तो इससे किसानों को फायदा होगा.

    4. यह केवल किसानों के हितों को अनदेखा कर सरकारी राजस्व बढ़ाने के लिए किसान विरोधी है। सरकार को सर्किल रेट के बजाय भूमि अधिग्रहण मुआवजा बढ़ाना चाहिए।

    2..भूमि सुधार अधिनियम की धारा 33 अभी भी लगभग 40 गांवों पर लागू है, इसके कारण किसान अपनी जमीन का कुछ हिस्सा नहीं बेच पाएंगे क्योंकि बची हुई ज़मीन उतरवाने केलिए उनको बहुत अधिक स्टैंप duty देनी पड़ेगी और पूरी जमीन बेचने के लिए मजबूर होंगे।

    3. दिल्ली भूमि नीतियां जीडीए #GDA और #Landpooling अभी भी प्रक्रियाधीन हैं मास्टर प्लान -2041 के अन्तर्गत (ज्यादातर गांव पहले से ही शहरी घोषित हैं) और सर्कल रेट केवल *उनके कार्यान्वयन के बाद* बढ़ाया जाना चाहिए। तो इससे किसानों को फायदा होगा.

    4. यह केवल किसानों के हितों को अनदेखा कर सरकारी राजस्व बढ़ाने के लिए किसान विरोधी है। सरकार को सर्किल रेट के बजाय भूमि अधिग्रहण मुआवजा बढ़ाना चाहिए।
