कर्ज से मुक्ति कैसे मिले, जब विकास के लिए नाममात्र ही बचे

आर्थिक संसाधनों की कमी से जूझ रहे हिमाचल प्रदेश के खजाने पर नए वेतन आयोग की सिफारिशों को लागू करने के बाद और अधिक बोझ पड़ने वाला है। हिमाचल सरकार का मौजूदा वित्तीय वर्ष में बजट का आकार पहली बार 50 हजार करोड़ से अधिक हुआ है। जयराम सरकार ने 50 हजार 192 करोड़ रुपए का बजट पेश किया था। उस बजट को आधार मानें तो हिमाचल में अधिकांश बजट का हिस्सा सरकारी कर्मचारियों के वेतन और पेंशन पर खर्च होता है। यदि नए वेतन आयोग की सिफारिशों से खजाने पर पड़ने वाले बोझ को फिलहाल एक तरफ रखें तो हिमाचल में इस समय सरकारी कर्मियों के वेतन व पेंशनर्स की पेंशन अदायगी के बाद विकास के लिए 100 रुपए में से 43रुपए 94 पैसे ही बचते हैं। यदि इसमें नए वेतन आयोग की सिफारिशों को भी मिला दिया जाए तो वेतन आयोग की सिफारिशें, पेंशनर्स की पेंशन, ब्याज की अदायगी और कर्ज के जोड़ के बाद विकास के लिए आने वाले समय में 100 रुपए में से सिर्फ 40 रुपए ही बचेंगे।
