कर्ज से मुक्ति कैसे मिले, जब विकास के लिए नाममात्र ही बचे
आर्थिक संसाधनों की कमी से जूझ रहे हिमाचल प्रदेश के खजाने पर नए वेतन आयोग की सिफारिशों को लागू करने के बाद और अधिक बोझ पड़ने वाला है। हिमाचल सरकार का मौजूदा वित्तीय वर्ष में बजट का आकार पहली बार 50 हजार करोड़ से अधिक हुआ है। जयराम सरकार ने 50 हजार 192 करोड़ रुपए का बजट पेश किया था। उस बजट को आधार मानें तो हिमाचल में अधिकांश बजट का हिस्सा सरकारी कर्मचारियों के वेतन और पेंशन पर खर्च होता है। यदि नए वेतन आयोग की सिफारिशों से खजाने पर पड़ने वाले बोझ को फिलहाल एक तरफ रखें तो हिमाचल में इस समय सरकारी कर्मियों के वेतन व पेंशनर्स की पेंशन अदायगी के बाद विकास के लिए 100 रुपए में से 43रुपए 94 पैसे ही बचते हैं। यदि इसमें नए वेतन आयोग की सिफारिशों को भी मिला दिया जाए तो वेतन आयोग की सिफारिशें, पेंशनर्स की पेंशन, ब्याज की अदायगी और कर्ज के जोड़ के बाद विकास के लिए आने वाले समय में 100 रुपए में से सिर्फ 40 रुपए ही बचेंगे।

प्रदेश सरकार द्वारा हाल ही में लागू किए गए वेतन आयोग से पैदा हो रही वेतन विसंगतियां कर्मचारी वर्ग के लिए बड़ी परेशानी का सबब बनती जा रही हैं। वेतन आयोग की सिफारिशों के बाद एक के बाद एक कर्मचारी संघ इसकी मुखालफत के लिए सामने आने लगे हैं। आज डीसी ऑफिस कार्यालय में कार्यरत जेओएआईटी वर्ग के कर्मचारियों ने वित्त आयोग के अध्यक्ष सतपाल सिंह सत्ती से मुलाकात कर वेतन आयोग की सिफारिशें लागू होने के बाद पेश आने वाली वेतन विसंगति की समस्या का मसला उठाया। उन्होंने कहा कि सरकार ने सिफारिशों को लागू करते वक्त फरवरी माह तक का समय कर्मचारियों को अपनी चॉइस देने के लिए दिया है। लेकिन वेतन आयोग की सिफारिशों के चलते कर्मचारियों को राहत की बजाय आफत मिलती नजर आ रही है। उन्होंने वित्त आयोग के अध्यक्ष सतपाल सिंह सत्ती को ज्ञापन सौंपते समय गुहार लगाई कि इस मुद्दे को मुख्यमंत्री जयराम ठाकुर के ध्यान में लाया जाए। वही सतपाल सत्ती ने भी कर्मचारियों को आश्वासन दिया कि इस समस्या का हल करने के लिए सकारात्मक कदम उठाया जाएगा।

सीएम हाउस में ज्ञापन देने के बाद मेडिकललेबोरेटरीटेक्नोलॉजिस्ट फेडरेशन ने सरकार को 5 सितंबर तक की डेडलाईन दी है.. फेडरेशन का कहना है कि अगर सरकार 5 सितंबर तक कुछ नहीं करती है तो वो सभी लोग पेन डाउनस्ट्राइक पर चले जाएंगे...
वहीं सीएम आवास पर मौजूद फेडरेशन के अन्य सदस्य भी सरकार के रवैये से नाखूश दिखे.... उनका कहना था कि 2 साल से सरकार इस मामले को टाल रही है अगर हम लोग स्ट्राइक पर गए तो जनता का बहुत नुकसान होगा.. सरकार को इसके बारे में सोचना चाहिए... केजरीवाल को वोट लोगों ने क्यों दिया उन्हे ये समझना चाहिए....
सरकार के खिलाफ एकजुट होकर खड़े फेडरेशन के ये सभी मैंबर्स पहले भी कई बार सरकार के खिलाफ मांगे न मानने पर विरोध प्रदर्शन कर चुके हैं इनका कहना है कि ये IMLTF मंत्री से लेकर सभी अधिकारीयों से मुलाकात कर चुके हैं लेकिन इन्हें कहीं से कोइसकारात्मक संकेत नहीं मिला...लेकिन सवाल ये है कि आखिर कोर्ट की मंजूरी के बाद भी सरकार 7वां वेतन लागू क्यों नहीं कर रही है.. क्या सरकार इस फेडरेशन के हड़ताल पर जाने का इंतजारBy Delhi Darpan TV| 701 views
