ഗതാഗത നിയമലംഘനത്തിനുള്ള ഉയര്‍ന്നപിഴയില്‍ ഇളവ് ഒറ്റത്തവണ മാത്രം നല്‍കിയാല്‍ മതിയെന്ന് മോട്ടർ വാഹന വകുപ്പ് നിര്‍ദേശം. തെറ്റ് വീണ്ടും ആവര്‍ത്തിച്ചാല്‍ ഉയര്‍ന്ന പിഴത്തുക ഈടാക്കണം. പിഴ ഈടാക്കാന്‍ ജില്ലകള്‍ തോറും മൊബൈല്‍ കോടതി പുനഃസ്ഥാപിക്കണമെന്നു വകുപ്പ് സര്‍ക്കാരിനോട് ആവശ്യപ്പെട്ടു. പിടിക്കപ്പെടുന്നതില്‍ പകുതിപേരും പിഴ അടയ്ക്കാത്ത സാഹചര്യത്തിലാണിത്.
ഒരേ കുറ്റം എത്രതവണ ആവര്‍ത്തിച്ചാലും ഒരേ തുകയായിരുന്നു ഇതുവരെ പിഴ. ഉയര്‍ന്ന പിഴത്തുക പകുതിയാക്കുന്നതോടെ ഈ രീതിക്കു മാറ്റം വരും. ആദ്യതവണയേ കുറഞ്ഞ പിഴത്തുകയുള്ളൂ. ആവര്‍ത്തിച്ചാല്‍ പുതിയ ഭേദഗതി നിയമത്തിലെ ഏറ്റവും ഉയര്‍ന്ന തുക തന്നെ അടയ്ക്കണം. അതായത് ഹെല്‍മറ്റ് ധരിക്കാത്തതിന് ആദ്യം പിടിച്ചാല്‍ 500 രൂപ, വീണ്ടും പിടിച്ചാല്‍ 1000 രൂപയുമായിരിക്കും പിഴ. പിഴ കുറയ്ക്കുന്നതിനുളള വിഞ്ജാപനത്തിന്റ കരട് മോട്ടർ വാഹന വകുപ്പ് തയാറാക്കിത്തുടങ്ങി.
മിനിമം ഇത്ര മുതല്‍ പരമാവധി ഇത്രവരെ എന്നു പറയുന്ന അഞ്ചു വകുപ്പുകളില്‍ പിഴത്തുക കുറയ്ക്കുന്നതില്‍ തടസമില്ല. ഇന്‍ഡിക്കേറ്റര്‍ ഇടാതിരിക്കുന്നത് ഉള്‍പ്പടെ ചെറിയ പിഴവുകള്‍, കണ്ടക്ടര്‍മാര്‍ ടിക്കറ്റ് നല്‍കാതിരിക്കുക, ഡ്രൈവിങ്ങിനിടെയുള്ള മൊബൈല്‍ ഉപയോഗം, ശാരീരിക അവശതകള്‍ക്കിടെയുള്ള ഡ്രൈവിങ്, അന്തരീക്ഷ മലിനീകരണം എന്നിവയാണിത്.
മറ്റുള്ളവയില്‍ നിശ്ചിതതുക തന്നെ ഈടാക്കണമെന്നാണ് ഭേദഗതിയില്‍ നിഷ്കര്‍ഷിക്കുന്നത്. ഇതുകുറച്ചാല്‍ കോടതിയില്‍ ചോദ്യം ചെയ്യപ്പെട്ടേക്കാം. അന്തിമ തീരുമാനമെടുക്കാന്‍ തിങ്കളാഴ്ച നിയമോപദേശം കൂടി തേടും. ഉയര്‍ന്നപിഴ ഈടാക്കിയ അഞ്ചുദിവസം സംസ്ഥാനത്ത് 1758 കേസുകള്‍ റജിസ്റ്റര്‍ ചെയ്തെങ്കിലും പകുതിപ്പേരെ പണം അടച്ചുള്ളൂ. ബാക്കിയുള്ളവര്‍ കോടതിയില്‍ അടച്ചോളാമെന്നു പറഞ്ഞു തടിയൂരി.
കോടതിയില്‍ പോയാല്‍ മാസങ്ങളും വര്‍ഷങ്ങളും എടുക്കുമെന്നിരിക്കെ മൊബൈല്‍ കോടതി സ്ഥാപിച്ചാല്‍ വേഗം കേസുകള്‍ തീര്‍ക്കാം. അതുകൊണ്ടാണ് എല്ലാ ജില്ലകളിലും മൊബൈല്‍ കോടതി പുനഃസ്ഥാപിക്കണമെന്ന് മുഖ്യമന്ത്രിയോട് ആവശ്യപ്പെട്ടത്. നേരത്തെയുണ്ടായിരുന്നെങ്കിലും മൂന്ന് വര്‍ഷം മുമ്പ് നിര്‍ത്തിയെന്നു വകുപ്പ് ചൂണ്ടിക്കാട്ടി.
