സെക്രട്ടേറിയറ്റില്‍ കെട്ടിക്കിടക്കുന്നത് 94,932 ഫയലുകള്‍
ഓരോ ഫയലുകളിലും ഉറങ്ങുന്നത് ഓരോ ജീവിതം. സെക്രട്ടറിയേറ്റ് ജീവനക്കാരോട് മുഖ്യമന്ത്രിയുടെ ഉപദേശമായിരുന്നു ഇത്. പക്ഷേ കണക്കുകള്‍ പരിശോധിച്ചാല്‍ സെക്രട്ടറിയേറ്റില്‍ ഉറക്കം മാത്രമേ ഉള്ളൂ എന്ന് വ്യക്തമാകു. സംസ്ഥാന ഭരണസിരാകേന്ദ്രമായ സെക്രട്ടേറിയറ്റില്‍ കെട്ടിക്കിടക്കുന്നത് 94,932 ഫയലുകളെന്നാണ് വിവരാവകാശ രേഖപ്രകാരം ലഭിച്ച രേഖകളിലുള്ളത്. അഞ്ചുവര്‍ഷത്തിലേറെ പഴക്കമുള്ളവരെ ഇക്കൂട്ടത്തിലുണ്ട്. റവന്യൂ, ആഭ്യന്തര വകുപ്പുകളിലാണ് ഏറ്റവും കൂടുതല്‍ ഫയല്‍ കെട്ടിക്കിടക്കുന്നത്. റവന്യൂ വകുപ്പില്‍ 17,898ഉം മുഖ്യമന്ത്രിയുടെ ചുമതലയിലുള്ള ആഭ്യന്തര വകുപ്പില്‍ 11,564ഉം ഫയല്‍ കെട്ടിക്കിടപ്പുണ്ടെന്ന് ഭരണപരിഷ്‌കാര വകുപ്പ് നല്‍കിയ വിവരാവകാശ മറുപടിയില്‍ വ്യക്തമാക്കുന്നു. അഞ്ച് വര്‍ഷത്തില്‍ കൂടുതല്‍ പഴക്കമുള്ള 2,869 ഫയല്‍ കെട്ടിക്കിടക്കുന്നുണ്ട്.

സെക്രട്ടറിയേറ്റ് ജീവനക്കാരുടെ പഞ്ചിംഗ്, ശമ്പളവുമായി ബന്ധിപ്പിക്കുന്ന സംവിധാനം ഇന്ന് മുതല്‍ പ്രാബല്യത്തില്‍ വരും. ജീവനക്കാരുടെ കടുത്ത എതിര്‍പ്പിനെ അവഗണിച്ചാണ് പഞ്ചിംഗ് നടപ്പാക്കുന്നത്. ഒരു മാസം മൂന്ന് മണിക്കൂറില്‍ കൂടുതല്‍ സമയം വൈകിയാല്‍ അത് ലീവായി പരിഗണിക്കും. രണ്ട് ലീവില്‍ കൂടുതല്‍ എടുത്താലും ശമ്പളം കുറയും. മന്ത്രിമാരുടെ പേഴ്‌സണല്‍ സ്റ്റാഫിനും തീരുമാനം ബാധകമാണ്. സെക്രട്ടറിയേറ്റില്‍ രാവിലെ 10.15 മുതല്‍ 5.15 വരെയാണ് പ്രവൃത്തി സമയം. മൂന്ന് മണിക്കൂര്‍ വരെ ഒരു മാസത്തില്‍ വൈകി വരാം.
