Addressing a mega rally in Dibrugarh Rahul Gandhi continued his attack on the opposition. Rahul Gandhi said that BJP's big balloon of 'India Shining' had exploded in the past, and this new balloon of 'Gujarat Model' that the party has created will also burst, with more intensity than the previous one.
"BJP needs to realize that the Gujarat model will not work in the entire country. Under the BJP-AGP government, Assam grew only at 2 percent, with limited development, but under the Congress, the growth rate has been 13 percent. Every state is different and needs its own model to succeed," he said. "We want to empower you, which is why we have established 6 Autonomous Councils and 18 Development Councils and put power in your hands. The Centre has also established IIT, IIIT, NID, RGIPT, three medical colleges, and a Central University for Assam" he added.

Expressing happiness over the presence of women in the rallies, he assured the women that the Congress Party will make full efforts to ensure 33 per cent reservation for women in the Lok Sabha and Vidhan Sabha.
