Kharaj ka Riyaz means practising lower notes. The practice of lower notes is emphasised a lot in Indian Classical Music. Even though singing usually involves middle notes, the practising lower notes is must for perfect voice culture and development of tonal bass in singing.
The thumb rule in Indian Classical Music is to practice swaras in lower notes, especially in the morning, and sing in the usual middle and higher notes.
