In 2014, the United Nations General Assembly declared 15 July as World Youth Skills Day, to celebrate the strategic importance of equipping young people with skills for employment, decent work, and entrepreneurship. In continuation of this tradition, I am pleased to inform you that FICCI Maharashtra is celebrating World Youth Skills Day (WYSD) 2022, by organizing a webinar on the eve of WYSD 2022. The theme of the webinar is “Transforming Youth Skills for the Future - Role of Government & Private Sector”.
WYSD 2022 takes place amid concerted efforts towards socio-economic recovery from the COVID-19 pandemic that are interconnected with multiple challenges. Transforming Youth Skills for the Future - Role of Government & Private Sector

As you are already aware, India and the United Arab Emirates signed the Comprehensive Economic Partnership Agreement (CEPA) in February 2022, with the aim of increasing bilateral merchandise trade to $100 billion by 2030. CEPA will grant duty-free access to 90% of Indian exports and 65 % of UAE items at first. It is also learnt that in the next 10 years, 97% of Indian products will have duty-free access to the UAE market, while 90% of UAE products would have duty-free access to the Indian market. Key domestic sectors that are set to benefit include, gems and jewellery, textiles, leather, footwear, sports goods, engineering goods, automobiles, wood &furniture and pharmaceuticals.
The agreement which has already come into effect in the first week of May is expected to generate an additional 10 lakh jobs in India. It is also highly essential for the Industry and Trade at large to be appraised about the key elements of CEPA and especially for those organisations from India, who are already involved in trading and business activities with UAE and vice versa.
The trade relations between the Arabian Peninsula and the Kerala coast date back to at least 2000 years. Most of the exports and business activities in Kerala are GCC Centric and UAE has a very important role.

Entrepreneurship is a key driver of innovation, economic growth, and job creation, and therefore the potential held by women entrepreneurs in the MSME sector needs to be nurtured in a big way. As per the Annual MSME Report of 2020-21, only 20 percent of over 60 million registered MSMEs, are women-owned businesses, however within this group, women-led businesses are much lesser. One of the reasons of low participation is that Women MSMEs face a finance gap of $158 billion and largely rely on informal sources.
Therefore a strong institutional framework needs to be put in place by the governmnet and private players for creating avenues of easy access to finance as well as provide digital platforms, which will help Women Enterprenuer to expand their footprint not just in domestic market but also in Global Trade.

Building Women Led Global MSMEs

The MSMEs employ around 110 million workforce and approximately 77 million of them predominantly work in informal setup without any formal skilled training behind them. While the need to skill this large informal workforce is obvious, MSMEs themselves do not have enough resources to upskill the existing staff or skill the new recruits on their own. The productivity and competitiveness of these units can only go up, when the workforce in this sector is formally skilled.
Over the years, the government has tried to address the skilling need through multiple schemes and initiatives, howevever their performance has remained subpar and it needs to be addressed through policy change. This includes a more focused approach towards building skill initiatives by addressing demand side rather than only focusing on supplying skilling courses, which may or may not be in demand.
A strong mechanism also needs to be built to communicate the need of MSMEs to Skill programming agencies at Centre and at the state level to make it demand driven dynamic exercise.
The Session will seek inputs from the panelists on how, going forward, Skilling for MSMEs can be driven on Innovative Skilling Solutions, so that a formal skilled workforce can make these MSMEs more competitive and efficient.

To improve MSMEs’ access to finance, Draft MSME Policy had suggested uniformity in various loan application formats; developing customised products for the financing needs based on expected cash flows; using substitute information like a bank statement, GST data, standardized scorecards to evaluate the creditworthiness of MSMEs; switching from the balance sheet or turnover based working capital financing to cash flow based, or supply chain/ cluster-based financing; and disposing loan applications with in-principal approvals within 7-10 days.
