बिजली कंपनियों की ओर से प्रदेश की बिजली दर में 18 से 23 फीसदी बढ़ोतरी के लिए दिए गए प्रस्ताव को नियामक आयोग ने स्वीकार कर लिया है। अब इस पर आयोग ने आपत्ति व सुझाव मांगे हैं। अप्रैल से आम जनता के बीच सुनवाई होगी। मई के अंतिम सप्ताह या जून के पहले सप्ताह तक नई दरों के एलान की तैयारी है।
इस बीच बढ़ोतरी के प्रस्ताव पर राज्य उपभोक्ता परिषद ने विरोध शुरू कर दिया है। परिषद का कहना है कि बिजली कंपनियों पर उपभोक्ताओं का करीब 25,133 करोड़ रुपये जमा हैं। ऐसे में किसी भी कीमत पर बिजली दरें नहीं बढ़नी चाहिए।
प्रदेश की सभी बिजली कंपनियों की तरफ से वर्ष 2023-24 की दाखिल वार्षिक राजस्व आवश्यकता में औसत 18 से 23 प्रतिशत बढ़ोतरी का प्रस्ताव दिया गया है। विद्युत नियामक आयोग के चेयरमैन आरपी सिंह व सदस्य वीके श्रीवास्तव की पीठ ने मंगलवार को इस प्रस्ताव को स्वीकार कर लिया है।
प्रस्ताव में घरेलू उपभोक्तओं की बिजली दरों में लगभग 18 से 23 प्रतिशत तक वृद्धि प्रस्तावित है। अन्य विद्युत उपभोक्ताओ की दरों में औसत 10 से 15 प्रतिशत की वृद्धि का प्रस्ताव है। उद्योगों की बिजली दरों में भी 16 फीसदी तक वृद्धि प्रस्तावित की है। सभी बिजली कंपनियों की वार्षिक राजस्व आवश्यकता लगभग 92547 करोड़ है। वितरण हानियां 14.9 प्रतिशत हैं। वर्ष 2023-24 का अंतराल 9140 करोड है।
उत्तर प्रदेश राज्य विद्युत उपभोक्ता परिषद के अध्यक्ष व राज्य सलाहकार समिति के सदस्य अवधेश कुमार वर्मा ने कहा कि किसी भी हालत में बिजली दरों में बढ़तोरी प्रस्ताव को लागू नहीं होने दिया जाएगा।
उपभेाक्ता परिषद् अपनी याचिका के माध्यम से पहले ही आयोग को अवगत करा चुका है कि प्रदेश की बिजली कंपनियों पर प्रदेश के उपभोक्ताओं का कुल 25133 करोड अतिरिक्त चल रहा है। ऐसे में बिजली दर में बढ़ोतरी पर बात करना ही प्रदेश के उपभोक्ताओं के साथ धोखा है। कानूनन बिजली दरों में एकमुश्त 35 प्रतिशत अथवा अगले 5 वर्षों तक 7 प्रतिशत प्रत्येक वर्ष कमी जाने की जरूरत है।
