CN24 - बिना अनुमति सचिव ने किया 35 लाख का आहरण, जनपद पंचायत सीईओ ने माँगा स्पष्टीकरण.
बिलाईगढ़ - जिला बलौदा बाजार जनपद पंचायत बिलाईगढ़ के ग्राम पंचायत सरसींवा में ग्राम पंचायत सचिव टीकाराम बकावलें द्वारा डिप्टी कलेक्टर संदीप ठाकुर मुख्य कार्यपालन अधिकारी जनपद पंचायत बिलाईगढ़ के आदेश का अवहेलना करते हुए 35 लाख रुपए की राशि का अनाधिकृत रूप से आहरण किया गया है. ग्राम पंचायत सरसिवा में पूर्व में हुए शिकायत के आधार पर सरपंच श्रीमती धनेश्वरी साहू पर शिकायत जांच के दौरान वित्तीय अनियमितता को देखते हुए मुख्य कार्यपालन अधिकारी जनपद पंचायत बिलाईगढ़ के अनुशंसा पर अनुभागीय अधिकारी राजस्व बिलाईगढ़ द्वारा वित्तीय अधिकार पर रोक लगा दिया गया था. जिस कारण से विगत आठ से 9 माह से सरपंच वितीय प्रभार पर नहीं था. इस दौरान पंचायत में राशि का आहरण ग्राम पंचायत के सचिव टीकाराम बकावलें एवं जनपद पंचायत करारोपण अधिकारी गोविंद राम घृतलहरे के संयुक्त हस्ताक्षर से किया जा रहा था. इस अवधि में ग्राम पंचायत सचिव द्वारा लगातार मुख्य कार्यपालन अधिकारी जनपद पंचायत एवं जिला पंचायत के आदेश का अवहेलना किया गया. जिला पंचायत के पत्र क्रमांक 5136, दिनांक तेरह अप्रैल , 2018 के अनुसार ग्राम पंचायतों को मुख्य कार्यपालन अधिकारी जनपद पंचायत बिलाईगढ़ के अनुमति से ही राशि निकालना के लिए आदेशित किया गया था.
