India panel recommends digital competition act
Prime Minister Narendra Modi's government has had strained relations with many large technology companies, and New Delhi has been tightening the regulation of firms such as Facebook, YouTube and Twitter. These tech giants are facing scrutiny from the country's competition watchdog, the Competition Commission of India (CCI), over alleged abuse of the application market.
The Committee recommend that the government should consider and introduce a digital competition act to ensure a fair, transparent and contestable digital ecosystem, which will be a boon not only for our country and its nascent start-up economy but also for the entire world," the panel said in a report submitted in India's lower house of parliament.
The panel recommended the identification of top tech players as systemically important digital intermediaries to counter monopoly and warned they "must not favour its own offers over the offers of its competitors" when acting as mediators to supply and sales markets.
In India, Amazon and rival Flipkart are facing accusations of anti-competitive practices, such as promoting preferred sellers on websites and giving priority to listings by some sellers.
The Parliamentary Standing Committee on Finance headed by Jayant Sinha has in its latest Big Tech report come up with a slew of recommendations on digital markets, including the introduction of a Digital Competition Act to ensure a fair, transparent and contestable digital ecosystem; identification of Systemically Important Digital Intermediaries (SIDI) and adoption of definitions to ‘ex-ante’ regulate their behaviour and framing of regulatory provisions to ensure that ‘news publishers’ are able to establish contracts with SIDIs in a fair and transparent process.

In its latest report, ‘TMT Predictions 2022’ from GlobalData offers its view on the future of work. The report reveals that reshoring—when the production of goods is returned to the company’s original country—gig economy regulation, and flexible working will become the new norm. Companies are homeward bound as offshore manufacturing is too costly. Reshoring is an increasingly attractive option. Offshoring is losing its cost advantage due to significant supply chain disruptions and rising labour costs in countries such as China. Companies are also being pressured to localize production to reduce their carbon footprints and support the post-pandemic rebuilding of their home country’s economy. Reshoring will destroy more jobs in developing countries than it will create in developed countries. It also won’t make up for all the jobs initially lost through offshoring because today’s production line is less labour intensive, but it will still make a welcome difference as developed economies shake off the pandemic.
The growth of the gig economy that we saw in 2021 will continue into 2022. However, this growth comes with increasing instability. The gig economy model is precarious and unsustainable due to landmark regulatory changes across Europe, classifying more and more gig workers as employees rather than independent contractors. Governments will continue to legislate in favor of gig workers, and this will heavily increase costs for companies that now need to afford sick days, holidays, and pensions. According to GlobalData surveys, 42% of workers are still working from home full time, but most offices will return to at least 50% capacity by May 2022. Moonlighting is the concept of having a second job that you work outside your full-time job, typically at night. It can be another full-time job or a supplementary part-time job. It is a job that is just a source of making money and as the dictum goes, the more the merrier. Gig economy to address tech talent demand-supply gap
Talent continues to remain a key advantage for the Indian tech Industry. Globally, India has the 2nd largest annual supply of STEM graduates, 4x-4.5x higher than the USA, and is also a leader in terms of women diversity among STEM Graduates at 47.1%.
Though the accelerated demand for digital transformation has intensified the talent crunch globally, the gig workforce has emerged as an important talent management strategy for organizations and can play a key role in closing the tech talent demand-supply gap.
Notably, Software Development, UI/UX Design, and #DataAnalytics have emerged as the top three in-demand giggable skills within the technology sector. 65% Indian firms employing gig workers to tackle tech talent crunch, says #NASSCOM’s report.
The report further says that India has the lowest tech talent gap among top tech locations such as the USA, China and UK. Strategies such as increased hiring of sub-contractors and external gig workforce especially for niche digital technologies and offering internal Gig platforms for better utilization of existing employees, amongst others, continue to support organizations in closing the gap faster.
As per the NASSCOM, Indeed and AON survey of over 70 organizations, nearly 2/3rd (65% of the surveyed organizations) of them are employing gig workers as of 2022, a higher share compared to 57% of the organizations in the year 2020. While the share of organizations employing Gig Workers has increased, their proportion remains less than 5% of the total workforce (For companies with more than 2000 full time employees).
However, for smaller organizations with less than 2000 full-time employees, gig worker proportion is more than 5%. Notably, none of the organizations have mentioned a decline in gig hiring. In about 15% of the surveyed organizations, the proportion of gig workers in the past two years has increased by more than 30%, proving the efficacy of the model.
