    As per CloudSek, India, US, Indonesia, and China accounted for 45% of total #cyberattacks on government agencies worldwide in the second half of 2022 and the number of attacks on government agencies were up 95% year-on-year.

    India was the most targeted country in 2022 with attacks on government agencies more than doubled. As India's digital prowess is expected to grow in 2023 driven by 5G technology, startups, semiconductors, electronics and computing, we can expect more disruptive events like it.

    In 2022, #hacktivism accounted for 9% of the cyberattacks on the government sector. Hacktivism is a form of cyberattack where the hacker’s motivation is not financial gains but to promote a political agenda or protest against certain policies. Last year, attacks on China also increased due to its aggressive stance towards Taiwan and the Uyghur community.

    Attacks on government agencies in China declined to 4.5% of all attacks from 13.10% last year. On the other hand, in India, US, and Indonesia, the share of all attacks grew from 6.3% to 13.7%, 7.4% to 9.6%, and 4.6% to 9.3%, respectively,

    In addition to hacktivism, government agencies in India are also increasingly being targeted by phishing campaigns. As per CloudSek, ransomware groups were very active and accounted for 6% of the attacks on governments. LockBIT, which provides ransomware-as-a-service, was the most prominent ransomware operator. Its targets this year include government agencies in the US, Canada, and Italy. In November, a Russian national was arrested in Canada for alleged involvement in LockBIT ransomware campaigns in the US.

Of those surveyed, only 37% track and detect resource misconfigurations and only 43% routinely scan IaaS resources for software vulnerabilities.

    65% of cloud users reported not having visibility of all resources and their configurations, and only 33% said their organization has the resources to continuously detect, investigate and remove threats in their IaaS infrastructure.

    “It is imperative that security is prioritized as organizations continue to adopt cloud services. This includes implementing traditional threat-based protections, as well as risk-based mitigations. Unpatched vulnerabilities and misconfigured resources are both preventable mistakes and avoidable risks that make life easier for attackers. Most attackers are not unstoppable criminal masterminds, but rather opportunistic cyber thugs looking for an easy payday,” according to Sophos.

    The number of cyberattacks in India has recorded a steady growth over the past few years, and the total number as reported to and tracked by the Indian Computer Emergency Response Team (CERT-In) in the current year stands at 12,67,564 (till November), the Parliament was told.

    The corresponding number of such incidents in 2018 was 2,08,456 which increased to 3,94,499 in 2019, to 11,58,208 in 2020 and 14,02,809 in 2021, Minister of State for Electronics and IT, Rajeev Chandrasekhar told the Lok Sabha in a written reply.

    Digital channels are not used just for shopping; consumers have started to learn, work, shop, entertain themselves, connect with others via video chats and even improve their well-being using online fitness and wellness apps. Even traditional in-person business services are shifting online, including medical consultations, education, legal and accountancy services.

    The Minister said that with the borderless cyberspace coupled with anonymity, along with the rapid growth of the Internet, the rise in cyber-attacks and cyber security incidents is a global phenomenon and the government is fully cognisant and aware of various cyber security threats.

    CERT-In is mandated to track and monitor cyber security incidents in India. In the recently notified cyber security direction, CERT-In has now made it mandatory for all incidents to be mandatorily reported to it.

    The minister said that CERT-In operates an automated cyber threat exchange platform for proactively collecting, analysing and sharing tailored alerts with organisations across sectors for proactive threat mitigation actions by them.     This focus on critical infrastructure is intentional. Cybercriminals are fully aware of the impact that any disruption has on vital services, not just financially but also on public confidence.
