「海上に聳え立つ」は、インド海軍の発展の歴史を紹介したショートフィルムです。インド海軍創設の背景を、過去の保存映像を使って詳細に描きます。海軍の誕生は港湾の発展と密接に関係していました。独立以前のインドの港や海軍は、初めは東インド会社として、後に宗主国として英国の指揮下で建設されました。インドにおける港や海軍の発展が、英国をより支配者として発展させることになりました。独立後、インド海軍の軍事力は、技術開発および長期戦略計画にもとづき拡大し、航空機や潜水艦を保持するに至りました。このフィルムでは、ゴアの解放、パキスタンとの戦争、スリランカでの平和維持活動を紹介します。フィルムの最後には、平時におけるインド海軍の役割も紹介しています。
