राजधानी दिल्ली के रोहिनीं सेक्टर 24 मे शुक्रवार देर शाम कार सवार बदमाशो ने हत्या के केश में गवाह 65 वर्षीय बुजुर्ग की गोली मारकर हत्या कर दी हमलावरों की तस्वीर पास लगे सीसीटीवी में कैद हो गई है बुजुर्ग अपने बेटे की हत्या के मामले में पैरोकार और गवाह था वही पति और पुत्र की हत्या के बाद बुजुर्ग की पत्नी को भी अपनी जान का खतरा दिखाई दे रहा है .
बाहरी दिल्ली के रोहिनीं सेक्टर 24 में 65 साल के रतन लाल चौहान पर कार से आये तो हमलावरों ने ताबड़तोड़ गोलियां बरसा दी तो फरार हो गए। घटना शाम 6 बजे की है। रतन लाल चौहान अपनी दुकान पर बैठे थे..बुजुर्ग रतन लाल पर 6 गोलियां चलाई गई थी। घायल हालात में उन्हें पास के भीम राव अम्बेडकर अस्पताल ले जाया गया जहां उन्हें डेड घोषित कर दिया।
आरोप एक मंजीत नाम के फाइनेंसर और उसके सहयोगियों पर लगा है। फाइनेंसर मंजीत पर इससे करीब एक साल पहले रतन लाल के बेटे गोरव चोहान की हत्या का मामला भी चल रहा है। रतन लाल अपने बेटे गौरव की हत्या में गवाह भी था। आरोप है कि रतन लाल को जेल में बंद मंजीत और उसके जानकारों द्वारा लगातार धमकियां मिल रही थी जिसके बाद पुलिस की और से एक सिपाही को सुरक्षा की जिमेदारी दी गई थी लेकिन वारदात के समय सिपाही जगत सिंह घटना स्थल पर मोजूद नहीं था अधिकारियो ने सिपाही को सस्पेंड कर दिया है वही रतनलाल की पत्नी के अनुसार उन्हें बेटे की हत्या की गवाही न देने के लिए कई बार धमकिया मिल रही थी इसकी शिकायत रतन लाल ने बेगम पुर पुलिस और रोहिणी कोर्ट की चोकी में की हुई है को भी की लेकिन पुलिस ने गंभीरता से नही लिया।

    सरकारें कितनी भी बड़ी-बड़ी बातें करें लेकिन जब जमीनी हकीकत की बात आती है तो सब साफ होता है कि आम आदमी तो दूर उन लोगों की मदद करने में भी ये असफल साबित होती हैं जो जिंदगी में पहले से ही मुफलिसी के आलम में हैं। ये खबर दास्तां हैं उन दिव्यांगों की जिनको सरकार की तरफ से हर महीने मदद के तौर पर पेंशन दी जाती है। लेकिन ज्यादातर लोगों की पेंशन पिछले तीन चार महीने से रुकी हुई है। कभी कहा जाता है कि इस फार्म को भरिए और कभी कहा जाता है कि आधार कार्ड को लिंग कीजिए। जब ये वृद्ध और विकलांग लोग अपने सारे कागजात लेकर पेंशन के ऑफिस जाते हैं तो इनको वहां से कभी कंप्यूटर की खराबी के कारण लौटना पड़ता तो कभी कागज पूरे ना होने पर लौटा दिया जाता है पूछने पर कोई अधिकारी पूरी जानकारी नहीं देता है।
    यूं तो पहले ही इन विकलांगों और वृद्धों के जीवन में परेशानियां बहुत हैं और सरकार की तरफ से एक आस भी थी तो उसको पेंशन दफ्तर के अधिकारी मायूसी में तब्दील करने में कोई कोर कसर नहीं छोड़ते हैं।
    कुछ लोगों का तो ये भी कहना था कि उन्होंने पेंशन ऑफिस आने के लिए किराए में कई पैसे उठा दिए अब तो देने के लिए भी किराया नहीं बचा है फिर भी हमारी पेंशन रुकी हुई है।

    -दिल्ली नगर निगम से एक बुजुर्ग पिछले 48 साल से कोर्ट में लड़ रहा है --निचली अदालत से लेकर सुप्रीम कोर्ट तक में नगर निगम केस हार चुका है लेकिन निगम न तो उसकी जमीन वापस कर रहा है और न ही मुवाजा ही दे रहा है --इस पर सुप्रीम कोर्ट सख्त हुआ तो बड़े बड़े अधिकारीयों की कई बार मीटिंग भी हुयी और स्टेंडिंग कमिटी में इस बुजुर्ग को मुवाजा देने के लिए फंड रेजुलेशन पास भी कर दिया --लेकिन सुप्रीम कोर्ट के आदेश का पालन 25 साल बाद भी नहीं हो पा रहा है --वजह निगम के पास बुजुर्ग को देने के लिए न फंड है न जमीन --बुजुर्ग की जमीन पर निगम ने रेलवे का अंडरपास बना दिया --बुजुर्ग अब फिर सुप्रीम गया तो कोर्ट ने वैलिफ की नियुक्ति कर बुजुर्ग को जमीन का कब्जा देने की तारीख 27 फरवरी तय कर दी है --कोर्ट की इस सख्त फैसले से नगर निगम से लेकर दिल्ली ट्रेफिक पुलिस में हडकम्प मचा है और लोगों में चिंता की करोड़ों की लगत से बना सावन पार्क, अशोक विहार और मॉडल टाउन को जोडने वाला यह रेलवे अंडरपास क्या अब बंद हो जाएगा --?

    अशोक विहार के 76 साल के प्रेम सिंह नाम के इस बुजुर्ग से बेशक ठीक से चला नही जाता, लेकिन यह बुजुर्ग पिछले 48 साल से दिल्ली नगर निगम से अपने हक़ की लडाई लोवर कोर्ट से लेकर सुप्रीम कोर्ट में तक लड़ चुका है --हर बार और हर कोर्ट ने इसके हक़ में फैसला सुनाया है लेकिन बावजूद इसके दिल्ली नगर निगम ने तो तो कोइ प्लाट दे रहा है और ही मुवाजा ही दे रहा है
