The High Court asked the state DGP to ensure a ban on sale of beef across the state after a PIL against beef sale was submitted in the high court. The PIL cited section 298 of the RPC. The law illegalising cow slaughter was enforced in the state in 1932. The PIL alleged that despite the law, beef sale is thriving across the state.

Malik also reacted strongly to the provocative statement and threats by the leader of extremist Hindu organisation, Vishwa Hindu Parishad (VHP), Leela Krishan Sharma. Malik said that the people of Kashmir would never succumb to any pressure and no power on earth could deter them from pursuing the norms regarding forbidden and permitted food items laid by Islam. Leela Krishan Sharma in an interview warned of blocking food supplies to Kashmir if beef was not banned in the Kashmir Valley.
