Rahul Gandhi addressed a Public Rally in Dehradun, Uttarakhand on February 23, 2014. He praised the people of Uttarakhand for standing together in the aftermath of last year's massive natural disaster and said they had to remain united if they wanted to defeat the divisive forces and bring about changes in the country.

"Uttarkhand was one. The men and women here stood for the state after last year's disaster," he told a massive public rally at the Parade Ground, adding the armed forces should get the credit for relief work as they were in the forefront.

He said the BJP only gave lip service to the issue of corruption and accused it of not helping in pushing through key anti-graft bills in parliament. Congress brought the Lokapal Bill in parliament and the Lokayukta Bill -- which brings the chief minister under its purview. In the Uttarakhand, the Chief Minister is covered by the Lokayukta, he told the rally and also reminded them that Chief Minister in Gujarat was not under the purview of the Lokayukta.

He said there are two types of leaders -- one who gives power to people, and the other who extracts power from people. He said he believed in the former, and wants to empower the youth, women and tribes of Assam so that the state develops more and pushes India towards further development. Stressing on the need for inclusive development, he said its not the leaders who change the world but common citizens.

    Giving credit to the women of Assam, Gandhi said the fruits of development being enjoyed by every native of Assam is because of the hard work and commitment of women. He said initiatives like Self help groups, infrastructural works like PMGSY, dedicated freight corridor, MGNREGA and RTI, together make a formidable front against corruption. He promised the Congress was determined to bring Right to Health.

    The Congress Vice President said, "10 lakh people in Odisha are unemployed, but the state government is doing nothing." He pointed out that 22 of the state's 30 districts are affected by Maoist / Naxal activities.

We waived off loans worth Rs 70000 crore of the poor farmers; opened the doors of the banks for them. When we were initiating these, the BJP tried to block it by asking from where we will have money for it. When we arranged financial resources for it they again opposed it by saying that we were wasting money. But we were determined and went on to implement these schemes.

These funds have not reached people, and the insufficient development in West Bengal is a result of this issue. Congress has announced several welfare schemes and rights-based legislations, but the implementation at the local level has been poor," said Rahul Gandhi.

    Rahul Gandhi also threw light on the hypocrisy of the TMC government. "People had hoped the new government will work for development, for education, for creating jobs and employment, but unfortunately the TMC Government has done the same thing for which it fought against the communists," he added.
