यूपी के बलिया में 30वा सड़क सुरक्षा सप्ताह कार्यक्रम के तहत सड़क सुरक्षा सुनिश्चित करने के लिए ए आर टी ओ बलिया ने लोगो को हेलमेट गिफ्ट करने का कार्यक्रम रखा लेकिन हेलमेट लेने के चक्कर मे लोगो की भीड़ से सड़क जाम हो गयी और सड़क सुरक्षा के नियमों की जम कर धज्जियां उड़ी| इससे नाराज होकर, कार्यक्रम को सफल बनाने पहुंचे जनपद के डी. एम. व एस. पी. बीच कार्यक्रम से ही चल दिए हद तो तब हो गयीं जब यातायात को नियंत्रित करने के लिए लगी पुलिस अपनी जिम्मेदारी छोड़ हेलमेट ले कर भागते दिखी ।
आप देख सकते है कि सड़क सुरक्षा सुनिश्चित करने के लिए जहा सरकारी महकमा एक तरफ हेलमेट वितरित कर यातायात के नियमो का पाठ पढ़ाने की कोशिस कर रहा है वही सरकारी महकमे का ही एक कर्मचारी हेलमेट के चक्कर में अपनी जिम्मेदारी को ताख पर रखते नजर आ रहा है | जिससे पूरी व्यवस्था दुर्व्यवस्था में बदल गयी और सडक सुरक्षा के नियमो के पाठशाला में सडक सुरक्षा के नियमो की ही जम कर उडी धज्जिया|

    രക്തസമ്മർദമളക്കുന്ന ഉപകരണം, സി.ടി.-എം.ആർ.ഐ. സ്കാനിങ് മെഷിനുകൾ, കൃത്രിമ അസ്ഥിഘടകങ്ങൾ തുടങ്ങി ഇതുവരെ വിലനിയന്ത്രണപട്ടികയിൽ ഉൾപ്പെടാത്ത ഉപകരണങ്ങൾക്കാണ് വില കുറയ്ക്കുക. 50 മുതൽ 80 വരെ ശതമാനം വില നിയന്ത്രണമേർപ്പെടുത്താനാണ് ആലോചന.ഇറക്കുമതിചെയ്യുന്ന ഉപകരണങ്ങൾക്കും നിയന്ത്രണം ബാധകമാകും. ഇവയുടെ ഗുണനിലവാരം കർശനമായി നിരീക്ഷിക്കും. ഇതിനായി ഡ്രഗ്‌സ് ആൻഡ് കോസ്‌മെറ്റിക്സ് നിയമത്തിൽ ഭേദഗതി വരുത്തും.അതേസമയം, അവശ്യമരുന്നുകളെ നിർബന്ധമായും വിലനിയന്ത്രണപട്ടികയിൽ ഉൾപ്പെടുത്തുന്ന രീതി കേന്ദ്രം അവസാനിപ്പിച്ചു.
    കഴിഞ്ഞദിവസം രൂപവത്കരിച്ച നീതി ആയോഗിനുകീഴിലുള്ള സമിതിക്കാണ് ഇനിമുതൽ വില കുറയ്ക്കുന്ന മരുന്നുകളെ നിശ്ചയിക്കുന്നതിനുള്ള അധികാരം.
    നീതി ആയോഗിന്റെ ആരോഗ്യവിഭാഗത്തിലെ അംഗം, ധനമന്ത്രാലയത്തിലെ മുഖ്യ സാമ്പത്തിക ഉപദേഷ്ടാവ്, ആരോഗ്യ സേവനവിഭാഗം ഡയറക്ടർ ജനറൽ, ബയോമെഡിക്കൽ രംഗത്തെ വിദഗ്ധൻ എന്നിവരടങ്ങിയ ഏഴംഗസമിതിക്കാണ് രൂപംനൽകിയത്.ഇതോടെ ദേശീയ ഔഷധവിലനിർണയ സമിതിയുടെ (എൻ.പി.പി.എ.) അധികാരങ്ങൾ ഭാഗികമായി നഷ്ടപ്പെട്ടു. നേരത്തേ ആരോഗ്യമന്ത്രാലയവും ഫാർമസ്യൂട്ടിക്കൽ വകുപ്പും തയ്യാറാക്കുന്ന പട്ടികയിൽനിന്ന് വില കുറയ്ക്കേണ്ട മരുന്നുകളെ തിരഞ്ഞെടുക്കുന്നത് എൻ.പി.പി.എ. ആയിരുന്നു. ഇതേ അധികാരമുപയോഗിച്ചാണ് സ്റ്റെന്റുകൾക്കും കാൽമുട്ട് മാറ്റിവെക്കൽ ശസ്ത്രക്രിയയ്ക്കുപയോഗിക്കുന്ന അസ്ഥിഘടകങ്ങൾക്കും വില കുറച്ചത്.
    എന്നാൽ, അവശ്യമരുന്നുകളുടെ പട്ടികയിൽ നിലവിലുള്ള 750 മരുന്നുസംയുക്തങ്ങളുടെ വിലനിയന്ത്രണം അതേപടി തുടരും.
