नेहरू युवा केन्द्र और खेल मंत्रालय के तहत तैनात राष्टीय स्वयंसेवियों के एक प्रतिनिधिमंडल ने उपायुक्त हमीरपुर के माध्यम से उन्हें नियमित करने और मानदेय बढाने के लिए प्रधानमंत्री को ज्ञापन भेजा। स्वयंसेवियों ने कहा कि नेहरू युवा केन्द्र संगठन और भारत सरकार युवा केन्द्र के अनुसार उन्हें दो सालों के लिए स्वयंसेवी नियुक्त किया जाता है।प्रथम वर्ष में स्वयंसेवी सीखतें हैं और दुसरे वर्ष में जब उन्हें अनुभव हो जाता हैतो उनकी सेवाएं समाप्त कर दी जाती हैं जिसके बाद ऐसे स्वयंसेवी बेरोजगार हो जाते हैं।
