    ഇന്ത്യന്‍ റെയില്‍വേയ്ക്ക് വരുമാനത്തേക്കാള്‍ കുടുതല്‍ ചെലവ്


    100 രൂപ വരുമാനം ലഭിക്കുമ്പോള്‍ റെയില്‍വേയ്ക്ക് ചെലവാകുന്നത് 111.51

    റെയില്‍വേയ്ക്ക് ലഭിക്കുന്നതിനേക്കാള്‍ കൂടിയ തുക ചെലവാക്കേണ്ടിവരുന്നതായി റിപ്പോര്‍ട്ട്. 100 രൂപ വരുമാനം ലഭിക്കുമ്പോള്‍ റെയില്‍വേയ്ക്ക് ചെലവാകുന്നത് 111.51 രൂപയാണെന്ന് റെയില്‍വേയുടെ സാമ്പത്തിക വിഭാഗത്തിന്റെ രേഖകള്‍ വ്യക്തമാക്കുന്നു. യാത്രക്കാരില്‍നിന്ന് ടിക്കറ്റ് നിരക്കായും ലഗേജ് ചാര്‍ജായും ഈടാക്കുന്ന തുകയേക്കാള്‍ കൂടിയ തുകയാണ് ശമ്പളം, പെന്‍ഷന്‍, പ്രവര്‍ത്തനച്ചെലവ് എന്നീ ഇനത്തില്‍ വേണ്ടിവരുന്നത്. വരവും ചെലവും തമ്മിലുള്ള അനുപാതത്തില്‍ ഏറ്റവും വലിയ അന്തരം രേഖപ്പെടുത്തിയത് ഏപ്രില്‍-ജൂലായ് കാലത്താണ്. 111 ശതമാനമാണ് ഇക്കാലയളവിലെ പ്രവര്‍ത്തനാനുപാതം. യാത്രക്കാരുടെ എണ്ണത്തില്‍ ലക്ഷ്യംവെച്ച അത്രയും വര്‍ധന ഇക്കാലയളവില്‍ ഉണ്ടായില്ല.നിരവധി വര്‍ഷങ്ങളായി റെയില്‍വേയുടെ പ്രവര്‍ത്തനാനുപാതം കൂടുതലാണ്. 2017-18 കാലത്ത് ഇത് 96 ശതമാനമായിരുന്നു.2018-19 വര്‍ഷക്കാലയളവില്‍ ലക്ഷ്യംവെച്ച പ്രവര്‍ത്തനാനുപാതം 92.8 ശതമാനമാണ്. ഈ അവസ്ഥ മൂലം പുതിയ റെയില്‍പാതയുടെ നിര്‍മാണത്തിനും പുതിയ കോച്ചുകള്‍ അടക്കമുള്ള ആധുനികവത്കരണത്തിനും ആവശ്യമായ മൂലധന നിക്ഷേപം നടത്താനും റെയില്‍വേയ്ക്ക് കഴിയുന്നില്ല.ഒന്നര ലക്ഷം കോടിയാണ് ഈ സാമ്പത്തിക വര്‍ഷം പ്രവര്‍ത്തന മൂലധനമായി നീക്കിവെച്ചിരുന്നത്. വൈദ്യുതീകരണം, സ്റ്റേഷനുകളുടെ വികസനം, പ്രവര്‍ത്തന ശേഷി മെച്ചപ്പെടുത്തല്‍, അടിസ്ഥാന സൗകര്യ വികസനം തുടങ്ങിയവയ്ക്കാണ് റെയില്‍വേ ഈ വര്‍ഷം ഊന്നല്‍ നല്‍കുന്നത്. വരുമാനത്തിലുള്ള കുറവ് ഈ പ്രവര്‍ത്തനങ്ങളെയെല്ലാം പ്രതികൂലമായി ബാധിച്ചേക്കുമെന്നാണ് റിപ്പോര്‍ട്ട്.
