2017 'ਚ ਜਦੋਂ ਪੰਜਾਬ 'ਚ ਕੈਪਟਨ ਸਰਕਾਰ ਬਣੀ ਤਾਂ ਸੂਬੇ ਦੇ ਆਰਥਿਕ ਹਾਲਾਤ ਸੁਧਾਰਨ ਲਈ ਸਰਕਾਰ ਨੇ ਸਕੀਮ ਸ਼ੁਰੂ ਕੀਤੀ...ਸਕੀਮ ਸਵੈ ਇੱਛਾ ਨਾਲ ਬਿਜਲੀ ਸਬਸਿਡੀ ਛੱਡਣ ਦੀ...ਛੋਟੇ ਕਿਸਾਨਾਂ ਦੀ ਹਾਲਤ ਸੁਧਾਰਨ ਲਈ ਸਰਕਾਰ ਨੇ ਸਰਦੇ-ਪੁੱਜਦੇ ਕਿਸਾਨਾਂ ਨੂੰ ਬਿਜਲੀ ਟਿਊਬਵੈੱਲਾਂ ਤੋਂ ਸਬਸਿਡੀ ਛੱਡਣ ਦੀ ਅਪੀਲ ਕੀਤੀ ...ਪਰ ਇਸ ਅਪੀਲ ਦਾ ਕਿਸੇ 'ਤੇ ਕੋਈ ਅਸਰ ਨਹੀਂ ਹੋਇਆ...ਕੁੱਲ ਮਿਲਾ ਕੇ 4-5 ਲੋਕਾਂ ਨੂੰ ਛੱਡ ਕਿਸੇ ਨੇ ਵੀ ਕੈਪਟਨ ਦੀ ਗੱਲ ਦਾ ਹੁੰਗਾਰਾ ਨਾ ਭਰਿਆ... ਕਿਸਾਨਾਂ ਨੂੰ ਛੱਡੋ, ਕੈਪਟਨ ਦੇ ਆਪਣੇ ਵਿਧਾਇਕਾਂ ਨੇ ਵੀ ਗੱਲ ਆਈ-ਗਈ ਕਰ ਦਿੱਤੀ.
