    ജൂലായ് 18ന് പ്രധാനമന്ത്രി നരേന്ദ്ര മോദിയുടെ അധ്യക്ഷതയില്‍ ചേര്‍ന്ന കേന്ദ്ര കാബിനെറ്റ് യോഗത്തിലെ തീരുമാന പ്രകാരമാണ് നടപടി.
    മൂന്ന് ഘട്ടങ്ങളിലായി തടവുകാരെ വിട്ടയക്കാനാണ് കേന്ദ്രം തീരുമാനിച്ചിരിക്കുന്നത്. ഒക്ടോബര്‍ രണ്ടിനാരംഭിച്ച ആദ്യ ഘട്ടത്തിലെ വിട്ടയക്കല്‍ പൂര്‍ത്തിയായത് ഒരാഴ്ചയിലേറെ സമയമെടുത്താണ്. രണ്ടാം ഘട്ടം 2019 ഏപ്രില്‍ 19നും മൂന്നാം ഘട്ടം 2019 ഒക്ടോബര്‍ രണ്ടിനും നടപ്പാക്കാനാണ് കേന്ദ്രം ഉദ്ദേശിക്കുന്നത്.55 വയസിനു മുകളില്‍ പ്രായമുള്ള 50 ശതമാനമോ അതില്‍ കൂടുതലോ തടവ് ശിക്ഷ അനുഭവിച്ച സ്ത്രീ, ട്രാന്‍സ്‌ജെൻഡർ വിഭാഗങ്ങളില്‍പ്പെട്ട തടവുകാരെ വിട്ടയക്കും. കൂടാതെ 60 വയസിന് മുകളില്‍ പ്രായമുള്ള 50 ശതമാനമോ അതില്‍ കൂടുതലോ തടവ് ശിക്ഷ അനുഭവിച്ച പുരുഷ തടവുകാരെയും വിട്ടയക്കാന്‍ സര്‍ക്കാര്‍ തീരുമാനിച്ചിട്ടുണ്ട്.ഇവരെക്കൂടാതെ 70 ശതമാനത്തിലേറെ ശാരീക വൈകല്യമുള്ളവരേയും തീവ്രമായ അസുഖം ബാധിച്ചവരേയും, ശിക്ഷാ കാലാവധിയില്‍ മൂന്നില്‍ രണ്ട് അനുഭവിച്ചുകഴിഞ്ഞവരേയും വിട്ടയയ്ക്കാനായി പരിഗണിക്കുന്നുണ്ട്.അതേസമയം വധ ശിക്ഷയ്ക്ക് വിധിച്ചവരേയും വധശിക്ഷ ജീവപര്യന്തമായി കുറച്ചവരേയും വിട്ടയക്കില്ല. സ്ത്രീധന കൊല, ബലാത്സംഗങ്ങള്‍, മനുഷ്യക്കടത്ത് തുടങ്ങിയ കുറ്റകൃത്യങ്ങളില്‍ ഏര്‍പ്പെട്ടവരെ വിട്ടയക്കില്ല.

    മഹാരാഷ്ട്രയില്‍ ചരിത്രപരമായ തീരുമാനവുമായി സര്‍ക്കാര്‍. ഇനി മുതല്‍ സംസ്ഥാനത്തെ വനിതാ ജയിലുകളിലെ അന്തേവാസികള്‍ക്ക് വീട്ടിലേക്ക് വീഡിയോ കോള്‍ ചെയ്യാം. തടവുകാര്‍ക്ക് ഫോണ്‍ ചെയ്യാനുള്ള സൗകര്യം ഏര്‍പ്പെടുത്തിയിരുന്നത് പോലെ തന്നെയാണ് പുതിയ സൗകര്യവും ലഭ്യമാക്കുക. ജയില്‍ അധികൃതര്‍ നിശ്ചയിക്കുന്ന ദിവസം അഞ്ച് മിനുറ്റ് നേരത്തേക്ക് വനിതാ തടവുകാര്‍ക്ക് വീട്ടിലേക്ക് വീഡിയോ കോള്‍ ചെയ്യാം. ഇതിന് അഞ്ച് രൂപയാണ് കോള്‍ ചാര്‍ജ്ജ്. വീട്ടിലേക്ക് മാത്രമേ വിളിക്കാനാകൂ. എന്തെല്ലാമാണ് സംസാരിക്കുന്നതെന്ന് നിരീക്ഷിക്കാന്‍ പ്രത്യേക ഡ്യൂട്ടിയില്‍ പൊലീസുകാരും കൂടെ കാണും. നേരത്തേ തടവുകാര്‍ക്കായി കോയിന്‍ ബൂത്ത് സംവിധാനം ഒരുക്കിനല്‍കിയിരുന്നു. ഇതും അഞ്ച് മിനുറ്റ് നേരത്തേക്ക് ഉപയോഗിക്കാനായിരുന്നു അനുമതിയുണ്ടായിരുന്നത്.രാജ്യത്ത് തന്നെ ആദ്യമായാണ് ഒരു സംസ്ഥാനം ഇത്തരത്തിലൊരു പുരോഗമനപരമായ തീരുമാനം തടവുകാര്‍ക്ക് വേണ്ടിയെടുക്കുന്നത്.
    ആദ്യഘട്ടത്തില്‍ യേര്‍വാഡ സെന്‍ട്രല്‍ ജയിലില്‍ ഇതിനുള്ള സൗകര്യമൊരുക്കിയിട്ടുണ്ട്. വൈകാതെ സംസ്ഥാനമാകെയുള്ള വനിതാജയിലുകളിലും തുറന്ന ജയിലുകളിലും സൗകര്യമൊരുക്കാനാണ് തീരുമാനം. ഇതിന് പുറമെ വിചാരണ പൂര്‍ത്തിയാകാത്ത തടവുകാര്‍ക്ക് കോടതി നടപടികള്‍ നേരിടാൻ വീഡിയോ കോണ്‍ഫറൻസിംഗ് ഏര്‍പ്പെടുത്താനും സംസ്ഥാന സര്‍ക്കാരും ജയില്‍ വകുപ്പും ആലോചിക്കുന്നുണ്ട്.
