संसद के शीतकालीन सत्र की कार्यवाही 19 दिसंबर को शुरू हुई तो उच्च सदन और निचले सदन दोनों से सांसदों के निलंबन के खिलाफ विपक्षी नेता सरकार के खिलाफ नारेबाजी करने लगे। सांसदों के आचरण से लोकसभा अध्यक्ष ओम बिरला नाराज हो गए और उन्होंने संसद में हंगामा कर रहे सांसदों को आखिरी चेतावनी दे दी. आख़िरकार उन्होंने सदन स्थगित कर दिया.
