    ആര്‍ട്ടിക്കിന്റെ അതിര്‍ത്തി പങ്കിടുന്ന രാഷ്ട്രങ്ങള്‍ ചേര്‍ന്നു ചരിത്ര ഉടമ്പടിയില്‍ ഒപ്പു വച്ചു . 16 വര്‍ഷത്തേക്ക് ആര്‍ട്ടിക്കില്‍ മത്സ്യബന്ധനം നിരോധിചിരിക്കുന്നു .റഷ്യ, കാനഡ, യു.എസ്, യൂറോപ്യന്‍ യൂണിയന്‍ തുടങ്ങി ഒന്‍പതു കക്ഷികളാണ് കരാറില്‍ ഒപ്പിട്ടിട്ടുള്ളത്. മധ്യ ആര്‍ട്ടിക് ഉള്‍പ്പടെ 2.8 കോടി ചതുരശ്ര കിലോമീറ്റര്‍ ഉള്‍പ്പെടുന്ന മേഖലയിലാണ് വ്യാവസായിക അടിസ്ഥാനത്തിലുള്ള മത്സ്യബന്ധനം നിരോധിച്ചത്. ആദ്യം പതിനാറു വര്‍ഷത്തേക്കാണ് നിരോധനമെങ്കിലും പിന്നീട് അഞ്ചു വര്‍ഷം വീതം കാലയളവിലേക്ക് നിരോധനം ആവശ്യമെങ്കില്‍ നീട്ടാം എന്നും ഉടമ്പടിയിലുണ്ട്.ആര്‍ട്ടിക്കില്‍ മഞ്ഞുരുക്കം ശക്തമായതോടെ 2005 ലാണ് കാനഡയും ഡെന്‍മാര്‍ക്കും മേഖലയിലെ മത്സ്യബന്ധന സാധ്യതകളെക്കുറിച്ചും അതുണ്ടാക്കുന്ന പ്രശ്നങ്ങളെക്കുറിച്ചും പഠനങ്ങള്‍ ആരംഭിച്ചത്. വൈകാതെ ആര്‍ക്കിട്ടിന്റെ അതിര്‍ത്തി പങ്കിടുന്നതായ എല്ലാ രാജ്യങ്ങളുടെയും ശ്രദ്ധയിലേക്ക് ഈ വിഷയം എത്തിച്ചു. റഷ്യയും ജപ്പാനും ഏറെ നാളായി നിരോധനം എതിര്‍ത്തു വന്നിരുന്ന രാജ്യങ്ങളാണ്. ഒടുവിലാണ് മറ്റ് രാജ്യങ്ങളുടെ സമ്മര്‍ദ്ദത്തിന് വഴങ്ങി ഈ രാജ്യങ്ങളും ഉടമ്പടിയില്‍ ഒപ്പിടാന്‍ തയാറായത്. ഒക്ടോബര്‍ 3 ന് ഒപ്പു വച്ച ഉടമ്പടി അന്നു മുതല്‍ തന്നെ നിലവില്‍ വന്നു.മത്സ്യബന്ധന നിരോധനം മാത്രമല്ല മേഖലയിലെ പാരിസ്ഥിതിക പ്രാധാന്യത്തെക്കുറിച്ചും ഭാവിയിലെ മത്സ്യബന്ധന സാധ്യതകളെക്കുറിച്ചും ഒരുമിച്ചു പഠനം നടത്തുന്നതിനെക്കുറിച്ചും ഉടമ്പടിയിലുണ്ട്. നിരോധിത സമയത്ത് പ്രാദേശികമായി മത്സ്യബന്ധനം നടത്തുന്നവര്‍ക്കും ഗവേഷണ ആവശ്യങ്ങള്‍ക്കായി മത്സ്യങ്ങളെ ഉപയോഗിക്കുന്നതിനു ഗവേഷകര്‍ക്കും മാത്രമേ ആര്‍ട്ടിക് സമുദ്രത്തില്‍ നിന്ന് മീന്‍പിടിക്കാനാകൂ. അതേ സമയം അന്റാര്‍ട്ടിക് മേഖലയില്‍ ജപ്പാന്‍ ദുരുപയോഗം ചെയ്യുന്നതു പോലെ ഗവേഷണ ആവശ്യങ്ങള്‍ക്കെന്ന പേരില്‍ വന്‍കിട മത്സ്യബന്ധനം നടത്തുന്നതിനും ഈ ഉടമ്പടി വിലക്കു കല്‍പ്പിക്കുന്നു.
